Rights activist Wu Jixin in Pizhou City, Jiangsu Province, has been fighting for his rights for 20 years over a contract dispute with the government, but his efforts have been in vain. Whenever he tried to petition in Beijing, he was intercepted. In December 2024, he was detained for ten days for protesting official corruption and expressing anti-Communist sentiments by displaying banners at the Wetland Park in Xuzhou City.
Wu Jixin told Epoch Times, “On December 24, 2024, I was detained for displaying banners calling for the removal of officials at the Beijing Municipal Party Committee, Mayor’s Office, Director of the National Petition Office, Chief Justice of the Supreme Court, who have deprived people of their legal rights and safety, and for expressing anti-Communist views.”
In 2003, Wu Jixin signed a 5-year contract with the local government in Yanzibu Town, Pizhou City, to operate a cement factory. Due to procedural issues, he couldn’t start production, leading to severe economic losses. The town government sued Wu Jixin for breach of contract, and the court ruled against him, ordering him to compensate. Wu Jixin disagreed with the decision and has been fighting for his rights ever since, facing numerous administrative detentions and criminal arrests.
Wu Jixin expressed his anger towards Li Shifeng, a member of the Pizhou Municipal Party Committee, who he disapproved of being nominated as the Chairman candidate of the Political Consultative Conference in the county (city, district).
During his rights advocacy, Wu Jixin often wrote protest slogans on banners and displayed them in public places like parks to express his anger and dissatisfaction. On December 19 and 24, 2024, he displayed banners at the Wetland Park in Xuzhou with slogans calling for the removal of central government officials, opposing the Communist Party, and protesting Li Shifeng’s unconventional promotion, which led to retaliation from the authorities.
On October 14, 2023, Wu Jixin was taken by the authorities at the Hebei Province checkpoint in Zhuo County, Baoding, after his ID check, and handed over to the Beijing Office. At the time, Wu Jixin shouted slogans: “Down with the Communist Party, people will be liberated! Expel the people completely! Down with the Communist Party, leaving no trouble behind! Not leaving the people a way to survive! Down with the Communist Party!”
Subsequently, Wu Jixin was handed over to local officials by the Beijing Office, where his ID was confiscated and has not been returned to him to this day. On March 18, 2024, while trying to reclaim his ID at the Hebei Province Gaobeidian checkpoint, he was intercepted by Chen Wanzhen and three others from the Beijing Office. Wu Jixin protested and called the Beijing hotline, which forwarded his complaint to the Hebei Province hotline, allowing him to be released.
On October 30, 2024, upon getting off the train at the Fengtai Railway Station in Beijing, Wu Jixin was immediately taken away by Chen Wanzhen. Wu Jixin protested against the Communist Party and was eventually handed over to a black-market group by the Beijing Office, who drove him back to Xuzhou City.
On November 18, 2024, when Wu Jixin arrived in Beijing again and exited the train at the Fengtai Railway Station, he was intercepted by Chen Wanzhen once more. Chen Wanzhen informed Wu Jixin: “I called the Beijing Public Security Bureau, and they instructed us to intercept you.”
Wu Jixin mentioned that all the records of his petitions to Beijing since July 24, 2006, were deleted, and it was not until 2016 that the Supreme Court reinstated his petition registration. He pointed out the lack of clarity regarding when his petition registration was restored by the National Petition Office, the Ministry of Public Security, and other relevant authorities.
Despite facing numerous administrative detentions and criminal arrests due to his petitioning activities, Wu Jixin remains fearless in the face of various oppressions and persecutions by the authorities, continuing to chant “Down with the Communist Party” on specific occasions.
