Jiang Jiawen filed a lawsuit against the district party secretary Zuo Zhongpeng after being under long-term control.

In a case of intentional harm, victim Jiang Jiawen has faced 24 years of fruitless rights protection efforts and brutal retaliations. Previously engaged in rights protection activities in Beijing, in 2022, he was forcibly repatriated to Dandong, Liaoning Province, and has been confined to the Donghe Guesthouse for over three years. The persecution has left him nearly blind, and authorities have stopped providing him with food allowances, minimum living guarantees, and housing subsidies, making it difficult for him to survive.

On July 2nd, Jiang Jiawen publicly accused the Secretary of Yuandian District, Dandong City, Zuo Zhongpeng, of repeatedly evading meetings, failing to resolve accumulated petitions, and restricting his personal freedom by preventing him from legally advocating for his rights in Beijing. He demanded that Zuo Zhongpeng restore his freedom.

Jiang Jiawen, a resident of Yuandian District, Dandong City, Liaoning Province, and a laid-off worker, became embroiled in a case of intentional harm in 2001. Despite his appeals to the district, city, and provincial public security organs, no thorough investigations were conducted, leading to a miscarriage of justice. Over the past 24 years, his petitions have been in vain, and he has faced brutal retaliations, including being sentenced once, reformed through labor five times, detained five times, administratively detained over thirty times, and subjected to multiple instances of illegal personal freedom restrictions (over the past four years), totaling thirteen years.

Jiang Jiawen has endured various forms of torture due to government stability maintenance efforts. On April 22, 2022, he was forcibly returned to Dandong for stability maintenance after being in Beijing. Since then, he has been confined at the “Donghe Guesthouse” for over three years.

Jiang Jiawen told a reporter from Dajiyuan, “I am now under lifelong surveillance! The authorities’ means of maintaining stability are despicable and shameless, resorting to the utmost extremes, causing me to go blind, suffer from lingering postoperative conditions including stroke, coronary heart disease, and residual effects from lumbar spine surgery. Yet, the government of Yuandian District continues its persecution by withholding my food allowances for ten months, suspending my subsistence allowances twice, and refusing to provide housing subsidies to registered low-income individuals, essentially depriving me of the means to survive!”

He further stated, “The Secretary of Yuandian District, Zuo Zhongpeng, repeatedly evades meeting with me, neither resolving the backlog of petition cases nor allowing me to exercise my legal rights to advocate for justice in Beijing. He openly opposes the central government’s policies for handling accumulated petitions, leaving the public with no recourse, no path to defending their rights, and grievances unaddressed!”

Jiang Jiawen emphasized, “Who will hold the government officials accountable for their illegal actions? I publicly accuse Secretary Zuo Zhongpeng to all sectors of society.”
