On October 1st, the 75th anniversary of the CCP’s rule, multiple sources revealed that a shooting incident occurred during the flag-raising ceremony at the Shao Yang City Public Security Bureau in Hunan Province. Shao Yang’s Deputy Mayor and Director of Public Security Bureau, Li Changyue, and a member of the Special Police Team were injured in the shooting. It was reported that Director Li Changyue was severely wounded and is currently receiving medical treatment, while the shooter, Duan Peng, Vice Captain of the Second Squadron of the Special Police Team of the Patrol Special Police Detachment of the Shao Yang Public Security Bureau, has died by suicide. Sources indicated that the shooter and the Director of the Public Security Bureau had conflicts over promotion issues.
According to Hong Kong’s “Ming Pao” newspaper, it was revealed by an informant yesterday that the shooter was a member of the “Cheetah Assault Team” who fired multiple shots, including two at the Director. Subsequently, the special police officer shot himself, and both individuals were taken to the hospital for treatment. The shooter has since passed away, while Director Li is still undergoing treatment.
The so-called “Cheetah Assault Team” is a unit of the Shao Yang Public Security Bureau’s Special Police Team, established in 2008 with 17 members and 13 auxiliary police officers. They are primarily responsible for stability maintenance, handling emergencies, anti-terrorism, and riot control.
Reported by “Asia News Weekly” yesterday, on the morning of October 1st, a shooting incident occurred within the Shao Yang City Public Security Bureau. During the flag-raising ceremony at the Public Security Bureau, Director Li Changyue was shot, causing severe injuries that require medical attention.
Although “Ming Pao” and “Asia News Weekly” did not disclose the shooter’s name, it has circulated on social media and overseas Chinese websites that during the flag-raising ceremony on the morning of October 1st, Director Li Changyue was shot and critically injured. Xu, including former official from Inner Mongolia residing in Europe, revealed that the shooter was Duan Peng, the Vice Captain of the Second Squadron of the Special Police Team of the Shao Yang Public Security Bureau.
Public information shows that Duan Peng, a Han Chinese male born in December 1987, graduated from the Hunan Police Academy. He is 1.92 meters tall, weighs 100 kilograms, and was awarded the title of “Outstanding Young Police Officer of the National Public Security Organs.” In 2011, he participated in the first Hunan Province Public Security System Free Fighting Competition and won the runner-up in the over 85-kilogram division. At the time of the incident, he held the position of Vice Captain of the Second Squadron of the Special Police Team of the Shao Yang Public Security Bureau.
Reports on social media in mainland China on October 1st suggested that the “Shao Yang City Public Security Bureau Director was shot,” with some self-media outlets also covering the incident. However, the news was quickly censored on that day. A webpage from 2022 about Duan Peng being an outstanding young police officer could no longer be accessed.
Yet, Duan Peng’s profile on Baidu Baike remains accessible. As of now, the Chinese official has not officially announced or responded to the incident.
反共網紅尹格, also known as “蔣罔正,” stated that he received firsthand information from democratic youths within the CCP system in Shao Yang. He shared that during the flag-raising ceremony at the Public Security Bureau yesterday morning, Duan Peng fired two shots. The first shot was accurate, while the second shot was deflected as others reacted to stop him, resulting in one fatality and one injury.
Li Changyue, the director of Shao Yang City Public Security Bureau, aged 52, previously worked in the Chenzhou Public Security System before transferring to Shao Yang in 2021.
尹科 suggested that Duan Peng’s shooting of Li Changyue was due to three main reasons: first, the former director had decided to promote Duan Peng to Captain, but under Li Changyue’s leadership, he faced prolonged suppression. After receiving bribes, Li promoted another individual to Captain instead, leaving all responsibilities to Duan Peng. Second, during the recent National Day holiday, Duan Peng had requested leave for a family trip, but the Captain forced him to cancel his vacation and continue working. Third, a previous conflict between Duan Peng and Li Changyue in handling a case had escalated into deep-seated animosity.
尹科 further explained that within the CCP system, especially in the police force, the internal conflicts are much more severe than those among officials. He mentioned the phrase “stealing the father’s hatred, seizing the wife’s resentment,” which reflects the intense internal rivalries. However, he noted that preventing someone’s promotion is considered as severe as committing murder within the CCP system.
Located along the Zi River, the compound of the Shao Yang City Public Security Bureau faces several hotels. A front desk staff member at one of the hotels mentioned that everything was operating normally during her afternoon shift. Rumors had it that the local police station visited the hotel in the morning for an investigation, but the staff remained unaware of the details. When reporters from “Ming Pao” contacted the Shao Yang City Public Security Bureau to inquire about the shooting incident involving the director, the call receiver initially inquired about the source of information before denying any knowledge and dismissing it as rumors.
