Henan’s Liu Hongxia Seeks Compensation from Relevant Officials for Being Impoverished Due to Wrongful Conviction

After nearly two decades of fruitless efforts to seek justice, Liu Hongxia, a victim of the “Zhengzhou False Family Separation Fraud Case,” took her daughter to the doorstep of the Henan Provincial Government recently to demand a meal from the provincial governor, Wang Kai. Two days later, she received a notification stating that her petition will be concluded on September 25. Liu Hongxia expressed her frustration, saying, “At that time, my whole family would have starved to death!”

Liu Hongxia’s plight traces back to 2006 when Zhang Junying, the deputy minister of the Zhengzhou Municipal Social Work Department, intervened in a divorce dispute involving her and orchestrated the “Zhengzhou False Family Separation Fraud Case,” causing her to suffer millions in financial losses. Despite her continuous efforts to seek justice over the past twenty years, Liu Hongxia has been met with no resolution.

Regarding her situation, Liu Hongxia stated, “Officials forcing ordinary people onto the path of starvation for their own gain, Director Li Zhangwen of the National Petition Bureau and Governor Wang Kai of Henan Province should apologize to Liu Hongxia’s entire family for this matter.”

On August 4, Liu Hongxia and her daughter visited the provincial government to seek assistance from Governor Wang Kai but were directed by officials to the doorstep of a natural history museum nearby, where they were reprimanded for begging and deemed unlawful.

On the same day, officials from the Jinshui District government informed Liu Hongxia over the phone to wait a few more days. Subsequently, on August 6, Liu Hongxia received a message via multimedia from the Jinshui District government stating that her petition would be concluded on September 25, urging her not to duplicate petitions on the same matter.

After receiving the notification, Liu Hongxia recorded a video warning Zhang Yanhua, the Secretary of the Jinshui District Committee, and Fu Wei, the District Mayor, saying, “By September 25, 2025, the Liu Hongxia family will likely have starved to death!”

Liu Hongxia revealed that the message received from the Jinshui District government indicating the conclusion of her petition on September 25 might be related to the incident on August 4 when she sought a meal from the provincial governor. She remarked, “They are just messing around!”

Liu Hongxia, who comes from a background in state-run media, was involved in construction contracting with her husband and some friends post-marriage. Following her divorce in 2006 and the intervention of Zhang Junying, the current deputy minister of the Zhengzhou Municipal Social Work Department, in her marital dispute, the “Zhengzhou False Family Separation Fraud Case” was fabricated, leaving her with no share of her multi-million assets.

In 2015, the Jinshui District government in Zhengzhou forcibly demolished Liu Hongxia’s 13,000 square meters of post-marriage property without any compensation, citing the false case orchestrated by Zhang Junying, which allocated the resettlement quota to Yan Peng, her former husband’s family. The District government has not presented the demolition agreement, leaving her unaware of the amount of compensation or the loss of property.

Furthermore, the Jinshui District government allowed the “Baimiao Ten Teams” to withhold Liu Hongxia’s welfare benefits for many years, leading to her family being described as “China’s poorest family,” unable to afford meals or rent.

Liu Hongxia along with her mother and daughter sought assistance from the National Bureau of Letters and Visits on May 1, 2025, and the Ministry of Civil Affairs on May 6, 2025. Despite her relentless pursuit for justice over the past twenty years and sending hundreds of thousands of letters to various central government departments, Liu Hongxia remains without resolution, questioning, “What does the Commission for Discipline Inspection have to say after two decades of endeavor?”
