Henan officialdom scandal: Former financial bureau chief and two women flee.

An official notification has been issued urging former director Lu Qingfeng of the Finance Bureau in the Yindu District of Anyang City, Henan Province, along with two close associates, Wang Xin (female) and Jing Hening (female), who are currently on the run, to surrender themselves to the authorities.

According to a report from the Justice Network of the Procuratorial Daily on March 27, the investigation team of the Yindu District Supervisory Commission in Anyang City, Henan Province released a notice on the 26th, urging Lu Qingfeng, former director of the Yindu District Finance Bureau, and his close associates Wang Xin and Jing Hening to turn themselves in.

The notice published photos, ID numbers, and physical characteristics of Lu Qingfeng, Wang Xin, and Jing Hening as follows:

Lu Qingfeng: Male, Han nationality, ID number: 410522197604129336, height approximately 170cm, slim build, speaks Mandarin with a Shuiye accent from Anyang City, often wears hats and masks when out in public.

Wang Xin: Female, Han nationality, ID number: 410504198805160024, height approximately 160cm, slim build, wears glasses, speaks Mandarin with an Anyang accent, often wears hats and masks when out in public.

Jing Hening: Female, Han nationality, ID number: 41050419630518002X, height approximately 160cm, chubby build, speaks Mandarin with an Anyang accent, often wears hats and masks when out in public.

In addition to being the former director of the Yindu District Finance Bureau, Lu Qingfeng also participated in public activities in roles such as Chairman of Kaifeng Economic and Technological Development Zone Investment Holdings Co., Ltd. and Chairman of Kaifeng Comprehensive Security Zone Construction and Development Co., Ltd. from 2023 to 2024.

The notice states that Lu Qingfeng, the fugitive, can voluntarily surrender from now on, truthfully confess his crimes, and may receive lighter or mitigated punishment. Wang Xin and Jing Hening, suspected of harboring criminals, are currently being pursued online. If Wang Xin and Jing Hening voluntarily surrender and assist in the capture of Lu Qingfeng, they may also receive reduced punishment.

The investigation team further announced that individuals providing verified information on Lu Qingfeng’s whereabouts will be rewarded with 5000 yuan. Those who aid in capturing Lu Qingfeng will be rewarded with 20,000 yuan upon verification of their assistance.

Despite the significant efforts by the Chinese Communist Party’s public security authorities to enhance surveillance system technology in recent years, these suspects managed to successfully flee.
