Hainan Province Qionghai City Committee Secretary Tian Zhiqiang Transferred to Judicial Authorities.

Former Party Secretary Tian Zhiqiang of Qionghai City, Hainan Province, has been expelled from the party and public office, and his qualifications as a representative of the Eighth Party Congress of Hainan Province and the Fourteenth Party Congress of Qionghai City have been terminated. He has also been referred to the judiciary. Tian Zhiqiang was removed from his position last October.

According to the report from the Hainan Provincial Commission for Discipline Inspection and Supervision, Tian Zhiqiang resisted investigation, implemented “one-size-fits-all” practices in his work, illegally intervened in and interfered with market economy and law enforcement activities, exploited his position for personal gain, and accepted large amounts of illegal money.

Public records show that Tian Zhiqiang, born in March 1969 in Zouxian, Shandong Province, served as the Party Secretary of Tunchang County (at the bureau level) in 2015. In August 2021, he was transferred to the position of Party Secretary of Qionghai City (at the bureau level) until he was investigated while in office in October 2024.

According to previous reports by The Paper, local sources in Qionghai City disclosed that on the afternoon of October 18, 2024, when Tian Zhiqiang was taken away, his residence at the Qionghai Guesthouse was also searched.

In July last year, following the investigation of former Hainan Provincial Party Secretary Luo Baoming by the Central Commission for Discipline Inspection, there were continuous reports of Tian Zhiqiang’s downfall.

Insiders revealed that Tian Zhiqiang was a secretary brought over from Tianjin by Luo Baoming after his transfer to Hainan and had served as Luo Baoming’s secretary for many years. Tian Zhiqiang’s investigation was mainly related to the case of Luo Baoming who had already fallen. After Luo Baoming was investigated, Tian Zhiqiang was also called in for questioning by relevant departments multiple times, and he had returned to work after the first few times.
