According to a report from the Central Commission for Discipline Inspection of the Chinese Communist Party on December 6, Luo Zengbin, member of the Hainan Provincial Committee and Secretary of the Haikou Municipal Committee, is suspected of serious violations of discipline and law and is under disciplinary review and supervision investigation.
Public information shows that the 57-year-old Luo Zengbin had long been in service in Sichuan Province, serving as Deputy Director of the Forestry Department of Sichuan Province in 2003, as a member of the Guang’an Municipal Committee and Executive Deputy Mayor in 2011, and as the Mayor of Guang’an City in 2013. In June 2017, Luo Zengbin was appointed Secretary of the Bazhong Municipal Committee, and in February 2021, he was transferred to be the Secretary of the Mianyang Municipal Committee. In September 2021, he became a member of the Sichuan Provincial Committee and concurrently served as the Secretary of the Mianyang Municipal Committee.
In January 2022, Luo Zengbin was transferred to the position of member of the Hainan Provincial Committee and Secretary of the Haikou Municipal Committee, until his recent investigation. Prior to the official announcement of his downfall, on November 22, Luo Zengbin was still reported to have conducted research on the development of private enterprises.
With Luo Zengbin’s downfall, the number of centrally managed cadres publicly listed for disciplinary review and investigation by the Central Commission for Discipline Inspection this year has risen to 54. In addition, Zhang Qi, who fell from grace in March 2020, and Wang Fuyu, who was investigated in 2021, both served as the Secretary of the Haikou Municipal Committee.
