Hainan officialdom continues to shake: Hainan Provincial Party Committee Secretary-General Ni Qiang falls from power.

On June 25, official reports confirmed that Ni Qiang, a member of the Hainan Provincial Party Committee and Secretary-General, is under investigation.

According to public reports, Ni Qiang had participated in a public event on June 20. In April of this year, the Central Commission for Discipline Inspection of the Communist Party of China stationed in Hainan Province for about two and a half months to conduct inspections.

Ni Qiang was born in May 1966 in Yangzhong, Jiangsu Province. He has held various positions throughout his career, including General Manager and Party Secretary of Hainan Boao Investment Holding Co., Ltd., Assistant General Manager of China Ocean Shipping Group Co., Ltd., Executive Director and General Manager of Hainan China Ocean Boao Development Co., Ltd., Vice President of Shanghai China Ocean Sanlin Real Estate Group Co., Ltd., and Director, General Manager, and Party Secretary of Hainan China Ocean Development Co., Ltd.

In December 2005, Ni Qiang was appointed as the acting head of the Hainan China Ocean Boao Co., Ltd., and in March of the following year was appointed as the General Manager and Deputy Secretary of the Party Committee of the same company, holding a rank equivalent to a department-level official.

In 2008, Ni Qiang served as Deputy Secretary of the Work Committee and Director of the Management Bureau of the Yangpu Economic Development Zone in Hainan Province, later becoming the Director of the Administrative Committee. He also concurrently held positions as Deputy Secretary of the Danzhou Municipal Party Committee, Chairman of the Board of Directors, and Party Secretary of Hainan Yangpu Development Construction Holdings Co., Ltd.

In 2013, Ni Qiang was appointed as the Mayor of Haikou City in Hainan Province. In 2018, he became the Secretary-General of the Hainan Provincial Government and a member of the Party Committee, as well as the Director and Party Secretary of the General Office of the Provincial Government, simultaneously serving as the Director of the Office of Sea Defense and Ports.

In March 2021, Ni Qiang became the Deputy Governor of Hainan Province and later assumed the role of Director of the Free Trade Port Working Committee of the Provincial Party Committee. In October 2023, he became a member of the Hainan Provincial Party Committee and in November 2023, he was appointed as the Secretary-General of the Hainan Provincial Party Committee and Director of the Provincial Party Committee General Office.

In recent years, there have been a series of high-ranking officials in Hainan implicated in investigations.

On December 6, 2024, it was officially announced that Luo Zengbin, a member of the Hainan Provincial Party Committee and Secretary of the Haikou Municipal Party Committee, was under investigation.

On October 25, 2024, Huang Xingwu, a member of the Sanya Municipal Party Committee and Secretary-General in Hainan Province, was also under investigation.

On October 21, 2024, Tian Zhiqiang, the Secretary of the Qionghai Municipal Party Committee in Hainan Province, was placed under investigation. Tian Zhiqiang was the former secretary of the Hainan Provincial Party Committee, Luo Baoming, who brought him over from Tianjin and had served as his secretary for many years.

On July 25, 2024, Luo Baoming was officially reported to have voluntarily surrendered himself, suspected of serious violations of discipline and laws, and is currently under investigation.
