Former Deputy Secretary of the Yuzhou District Committee and former District Chief of the Yuzhou District Government in Sanya City, Hainan Province, Feng Qiang, has been expelled from the Party and dismissed from his public office for his “dual designation” and transferred to judicial authorities. According to the report, Feng Qiang was addicted to playing golf during his working hours. Lin Hai, the Secretary of the Yuzhou District Committee who worked with Feng Qiang, was also placed under investigation on the same day. Lin Hai was accused of being addicted to online games for a long time.
According to the report by the Sanya City Commission for Discipline Inspection and Supervision on November 2, Feng Qiang not only indulged in playing golf but also violated regulations by accepting gifts, bribes, entertaining events that could affect the impartial execution of official duties, illegally intervening in and meddling with market economic activities, drunk driving, profiting from using his position to help others in project contracting, and receiving huge sums of money. His abuse of power led to significant losses of state-owned assets.
Feng Qiang has been stripped of Party membership and public office, and his illegal gains have been confiscated. He is also being investigated for suspected criminal offenses.
Lin Hai, the former Secretary of the District Committee who was announced to be under investigation on the same day as Feng Qiang, had served as the Secretary of the Yuzhou District Committee from 2019 to 2021, working alongside Feng Qiang.
According to the report, Lin Hai pursued low-level pleasures, was addicted to online games for a long time, had inflated greed, misused public resources for personal gain, and illegally received large amounts of money.
Both of them were investigated on April 21, 2025, and the announcement was made on November 2, 2025. The simultaneous downfall of two top officials in the same district has become a focus of public attention.
