Guangxi Discipline Inspection “Mole” Li Shouquan Under Investigation; Former Anti-Corruption Bureau Director.

In recent years, following China’s anti-corruption campaign, a wave of corrupt officials have been caught and exposed, prompting even the Chinese Communist Party (CCP) itself to admit that the fight against corruption is an ongoing battle. The recent deployment of a CCP inspection team to Guangxi has stirred up turmoil in the local political arena, leading to a large number of officials being investigated, expelled from the party, and dismissed from their official positions. Among them is Li Shouquan, a long-time “mole” within the Guangxi discipline inspection and supervision system, who is currently under investigation. Li previously served as the head of the Anti-Corruption Bureau at the Yizhou City Prosecutor’s Office.

According to the Guangxi Zhuang Autonomous Region Commission for Discipline Inspection and Supervision, Li Shouquan, former head of the discipline inspection and supervision team at the Natural Resources Department of the autonomous region, as well as a former member of the party committee, is currently undergoing review and supervision investigation for serious violations of discipline and law.

Public records show that Li Shouquan, born in December 1964 in Yizhou, Guangxi, has worked in various positions within the discipline inspection and supervision system for a long time. He has held positions such as Director of the Anti-Corruption Bureau at the Yizhou City Prosecutor’s Office, Deputy Prosecutor General and Deputy Party Secretary at the Nandan County Prosecutor’s Office, Prosecutor General at the Luocheng Mulao Autonomous County Prosecutor’s Office, Deputy Prosecutor General and Party Committee member at the Hechi City Prosecutor’s Office, and member of the Party Committee and head of the discipline inspection and supervision team at the Natural Resources Department of the Guangxi Zhuang Autonomous Region.

This incident occurred following the deployment of the central inspection team to Guangxi. The 13th central inspection team was dispatched to the Guangxi Zhuang Autonomous Region on July 18 for a period of about two and a half months. Since the arrival of the inspection team, a total of 15 individuals in Guangxi have been expelled from the party and dismissed from their official positions, with 8 individuals currently under investigation.

The 15 individuals who have been expelled from the party and dismissed from their positions include:

– On August 21, Li Henian, former General Manager of Liuzhou Urban Investment and Construction Development Co., Ltd., was expelled from the party and dismissed from his position for abusing his official position for personal gain in project contracting and receiving substantial illegal benefits.

– On August 12, Lin Tao, former Deputy Party Secretary and District Mayor of Xingning District, Nanning City, was expelled from the party and dismissed for profiting from project contracting and urban construction related business and accepting substantial illegal gains.

– On August 11, Yang Yajun, former member of the Fenchengang City Committee and Secretary-General, was expelled from the party for corrupt practices such as embezzling public funds for personal gain, engaging in power-for-money transactions and moral misconduct.

– On August 11, Tang Xingshan, former Secretary of the Party Committee and Chairman of the Guangxi Baise Agriculture and Forestry Investment Development Group Co., Ltd., was expelled from the party and investigated for collusion, subverting organizational reviews, and engaging in illegal profit-making activities.

– On August 8, Huang Jianquan, former Grade 4 researcher at Guiping City, was expelled from the party for involvement in illegal profit-making activities and receiving substantial illegal gains.
