Former Vice-Ministerial Level Official of the State-owned Assets Supervision and Administration Commission, Luo Yulin, Sentenced to Death with Reprieve and Life Imprisonment

On July 14, 2025, the Shandong Qingdao Intermediate People’s Court publicly announced the first-instance verdict on the corruption and insider trading case of Luo Yulin, a former deputy minister-level official of the State-owned Assets Supervision and Administration Commission of the State Council. Luo Yulin was initially sentenced to death with a two-year reprieve, had all personal assets confiscated, and then the death penalty reprieve was commuted to life imprisonment with no possibility of reduction, parole, or early release.

During the period from 1997 to 2023, Luo Yulin successively took advantage of his positions as the Director of the State-owned Assets Management Bureau of Qinghai Province, former Director of the Qinghai Province Economic and Trade Commission, former Director of the Qinghai Province Economic Commission, Vice Governor of Qinghai Province, Deputy Secretary of the Party Committee of Qinghai Provincial Government, Chairman of the Supervisory Board of Key State-owned Large Enterprises, and a deputy minister-level official of the State-owned Assets Supervision and Administration Commission of the State Council. He used the convenience and conditions formed by his official positions, authority, and status to provide assistance to relevant units and individuals in corporate operations, project contracting, and other matters, directly or through others illegally accepting a total amount exceeding 220 million yuan.

From 2013 to 2014, Luo Yulin, as an insider with information on insider trading, explicitly engaged in related trading activities before significant information affecting securities trading prices was publicized, with particularly serious circumstances.

In May 2023, Luo Yulin was taken down from his post, and on November 16, he was expelled from the party and had his retirement benefits canceled. Luo Yulin was accused of being two-faced, engaging in corrupt transactions, using his power for personal gain, colluding with illegal businessmen, engaging in corrupt transactions, and illegally accepting large sums of money.

According to public records, Luo Yulin was born in August 1958 in Xinye, Henan Province. He had long served in Qinghai Province, holding positions such as Deputy Director of the Qinghai Province Finance Department, Director of the provincial Economic and Trade Commission, Vice Governor of Qinghai Province and Deputy Secretary of the Xining Municipal Committee, Mayor, Director of the Provincial Government State-owned Assets Supervision Committee, and Party Secretary, among others.
