Yang Xiaowei, Vice Chairman of the Committee of Education, Science, Health, and Sports of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), is under investigation during his tenure. He has previously served as Deputy Director of the State Administration of Radio and Television and General Manager of China Telecommunications Group Limited.
On Thursday, April 17th, the Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC) and the National Supervisory Commission announced that Yang Xiaowei, Vice Chairman of the Committee of Education, Science, Health, and Sports of the 14th CPPCC, is suspected of serious violations of discipline and law and is currently under investigation.
Public records show that Yang Xiaowei, born in September 1963 in Chongqing, started his career in July 1981. He worked in various positions in Chongqing, including Deputy Director of the Chongqing Telecommunications Bureau, Deputy Director of the Municipal Telecommunications Management Bureau, and Director of the Municipal Communications Management Bureau.
In 2002, Yang Xiaowei became the General Manager of the Chongqing Branch of China United Telecommunications Corporation (China Unicom). He later held positions as General Manager of the Guangdong Branch of China Unicom, Vice General Manager, Director, and Deputy General Manager of China Unicom.
In 2008, Yang Xiaowei became a Director and Deputy General Manager of China Telecommunications Group Corporation and was appointed Director and General Manager in 2016.
In June 2017, Yang Xiaowei was transferred from China Telecommunications to serve as Deputy Director of the Office of the Central Leading Group for Cybersecurity and Informatization of the CPC Central Committee and Deputy Director of the Cyberspace Administration of China (CAC). In May of the following year, he was appointed Deputy Director of the Office of the Central Leading Group for Cybersecurity and Informatization and Deputy Director of the CAC.
In August 2021, Yang Xiaowei was appointed Deputy Director of the National Radio and Television Administration, and in March 2023, he also took on the role of Vice Chairman of the Committee of Education, Science, Health, and Sports of the 14th CPPCC.
In December 2023, Yang Xiaowei stepped down from his position as Deputy Director of the National Radio and Television Administration, retaining only the aforementioned CPPCC role until the current investigation.
According to a report by “Jiemian News,” Yang Xiaowei has not made a public appearance for three months. Before early January 2025, he had frequently attended CPPCC meetings and public events.
