According to the website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission on May 12th, Fan Xinzhong, former deputy chief economist of the South-to-North Water Diversion Project and former general manager of the Central Plains Regional Headquarters, is suspected of serious violations of discipline and laws. He is currently undergoing disciplinary review and supervision investigation by the Guizhou Provincial Commission for Discipline Inspection and Supervision.
Fan Xinzhong, born in September 1964 according to his public resume, has held positions such as deputy director of the Shanxi Water Resources and Hydropower Survey and Design Institute and manager of the Shanxi Water and Hydropower Company.
In 2005, Fan Xinzhong was transferred to the Communist Party’s Ministry of Water Resources, where he served as the director of the Construction Management Department of the Rural Hydropower and Electrification Development Bureau, director of the Rural Hydropower Department, and deputy director of the International Small Hydropower Center of the Ministry of Water Resources.
In 2015, Fan Xinzhong was appointed as the Deputy Secretary-General of the Guizhou Provincial Government, in 2017 he served as the General Manager of the Guizhou Water Investment Co.,Ltd., and in 2018 he became the Chairman and General Manager of the Guizhou Wujiang Energy Group Co., Ltd.
In December 2019, Fan Xinzhong was appointed as the Secretary of the Party Committee of the Guizhou Provincial Department of Water Resources, and the following January, he became the head of the department. However, on January 11, 2022, Fan Xinzhong was removed from the position of head of the Guizhou Provincial Department of Water Resources.
Public reports indicate that subsequently, Fan Xinzhong held various positions such as Chairman of the Board of Directors of the Sino-North Water Diversion Group Water Investment Co., Ltd., Deputy Chief Economist of the Sino-North Water Diversion Group, Chairman of the Water Network Water Investment Co., Ltd., and General Manager of the Central Plains Regional Headquarters.
It is noteworthy that in January of this year, Zhou Congqi, former deputy head of the Guizhou Provincial Department of Water Resources, was investigated.
Furthermore, in October 2023, the 11th Inspection Team of the Communist Party of China Central Committee conducted a routine inspection of the Sino-North Water Diversion Group Co., Ltd.
