Former Vice Chairman of Shenzhen CPPCC Wang Youpeng implicated in corruption and expelled from office

On May 10, “Southern Guangdong Clean Breeze” reported that Wang Youpeng, former member of the Shenzhen Municipal People’s Political Consultative Conference (CPPCC) and vice chairman, is being seriously investigated for “violating discipline and laws.”

According to the report, Wang Youpeng was involved in corrupt practices such as money-for-sex transactions, extensive collection of money, and using his position to profit in project approvals, land exchanges, and other areas for others. He also illegally accepted large sums of money, resulting in expulsion from the Party and public office, confiscation of his illegal gains, and referral of his suspected criminal issues to procuratorial authorities for legal review and prosecution, along with the transfer of all related properties.

At the age of 60, Wang Youpeng had two stints as a leading cadre in the planning and land department, totaling 15 years, with over 11 years in charge of city-level departments.

Public information shows that in June 1996, Wang Youpeng was appointed as Deputy Director of the Enforcement Department of the Shenzhen Municipal Planning and Land Bureau, officially stepping into a mid-level leadership position in the planning and land system. Subsequently, he served as a member of the Party Group and Deputy Director of the Shenzhen Municipal Planning Bureau, as well as a member of the Party Group and Deputy Director of the Shenzhen Municipal Planning and Land Resources Commission.

In March 2010, Wang Youpeng concluded his first term in the planning and land department, and transferred to become a member of the Longgang District Committee of Shenzhen and Deputy District Mayor, later promoted to Deputy District Mayor. In November 2011, he was appointed as Deputy Secretary-General of the Shenzhen Municipal Government (bureau-level).

In April 2012, Wang Youpeng returned to the planning and land system as the Secretary of the Party Group and Director (Bureau Chief) of the Shenzhen Municipal Planning and Land Resources Commission (City Ocean Bureau). In May of the same year, he was also appointed as the Secretary of the Party Group and Director (Bureau Chief) of the Shenzhen Municipal Planning and Land Resources Commission (City Ocean Bureau). In May 2021, he was concurrently serving as Vice Chairman of the Shenzhen CPPCC. He later left his post at the Shenzhen Municipal Planning and Natural Resources Bureau and continued to hold positions such as member of the Party Group and Vice Chairman of the Shenzhen Municipal CPPCC in Guangdong Province until his investigation on October 20, 2024.

According to informed sources, Wang Youpeng was taken away while attending a meeting in Guangzhou during a Guangdong Provincial CPPCC conference. His investigation may be related to his tenure in the Shenzhen Municipal Planning and Land Department.

On December 20, 2015, a landslide accident occurred at the Hongao Landfill in Shenzhen’s Guangming New District, resulting in 73 deaths, 17 injuries, and 4 people missing, causing direct economic losses of 881 million RMB. In July 2016, the Communist Party of China’s accident investigation team released a report that mentioned the accountability of Wang Youpeng, who was the Secretary of the Party Group and Director at the Shenzhen Municipal Planning and Land Resources Commission at the time of the incident, stating that he bore significant leadership responsibility for the accident and recommended disciplinary action.
