Former Secretary of Yibin Commission for Discipline Inspection Sentenced to 12 Years for Accepting Bribes, Giving Mistress 12 Million RMB

Former Discipline Inspection Commission Secretary Xiang Hui from Yibin, Sichuan Province, was sentenced to 12 years in prison for bribery. He had given his mistress 12 million yuan, who later reported him to the authorities.

On September 9th, Upstream News learned from an insider that Xiang Hui, together with his mistress Wang, illegally accepted over 17.4 million yuan from others, and jointly received 9 million yuan in bribes. Xiang Hui was convicted of bribery in the first instance by the Renshou County Court in Meishan, and was sentenced to 12 years, while Wang was sentenced to 3 and a half years.

The court stated that from 2004 to 2016, Xiang Hui took advantage of his positions as County Chief of Tianquan County, County Party Secretary, and Discipline Inspection Secretary of Yibin City to illegally accept huge bribes.

According to the verdict, Xiang Hui had given his mistress Wang 12 million yuan, and after Wang was caught, she voluntarily confessed to this fact and reported that Xiang Hui had stored a large amount of cash in their residence in the Lushan International Interlaken neighborhood in the Tianfu New Area, with a total of 15.0288 million yuan found.

In addition, Wang used the 9 million yuan they both illegally received for real estate investment, making a profit of 8 million yuan.

The verdict revealed that Wang is three years younger than Xiang Hui, from Dazhou, Sichuan, with a high school education. In April 2022, when Xiang Hui was investigated, Wang was also taken into custody simultaneously. After Wang was caught, she reported Xiang Hui and returned 17 million yuan, including the 12 million yuan he had given her.

Public records show that the 66-year-old Xiang Hui is from Dazhou, Sichuan, and has served as County Chief of Tianquan County, County Party Secretary, and Discipline Inspection Secretary of Yibin City. Xiang Hui had been the Discipline Inspection Secretary of Yibin City for ten years and was removed from office in August 2016 for serious violations before retiring in November of the same year.

In April 2022, after being retired for over five years, Xiang Hui was officially investigated.
