Former Secretary of the Haikou Municipal Party Committee in Hainan Province, Shu Luozeng, indicted on suspicion of bribery

Former member of the Hainan Provincial Committee and former Secretary of the Haikou Municipal Committee, Luo Zengbin, who was transferred to judicial authorities five months ago, has been prosecuted.

On October 15th, the official website of the Chinese Communist Party’s Supreme Procuratorate reported that Luo Zengbin had been arrested on suspicion of bribery and has recently been prosecuted. Luo Zengbin is accused of using his position to seek benefits for others, illegally accepting property from others, with an especially large amount involved.

Public records show that Luo Zengbin was born in October 1967 in Cangxi, Sichuan Province. In his early years, he worked in the forestry system in Sichuan Province. In 2003, he became the Deputy Director of the Sichuan Forestry Department and a member of the Party Committee. In 2011, he became a member of the Standing Committee of the Guang’an Municipal Committee and Executive Deputy Mayor, and in 2013, he was appointed Vice Secretary and Mayor of the Guang’an Municipal Committee. In June 2017, he was transferred to Secretary of the Bazhong Municipal Committee. In February 2021, he became the Secretary of the Mianyang Municipal Committee.

In September 2021, Luo Zengbin was promoted to member of the Standing Committee of the Sichuan Provincial Committee and continued to serve as the Secretary of the Mianyang Municipal Committee. In January 2022, he was transferred to Hainan to serve as a member of the Provincial Committee and concurrently as the Secretary of the Haikou Municipal Committee.

Luo Zengbin was investigated while in office on December 6, 2024. On December 26 of the same year, he was relieved of his position as a deputy to the Provincial People’s Congress. On May 27 of this year, he was expelled from the Party.

With Luo Zengbin’s downfall, three Secretary of the Haikou Municipal Committee have now fallen from their positions. The other two are Zhang Qi, who was investigated in September 2019 and sentenced to life imprisonment for accepting bribes exceeding 107 million yuan on December 3, 2020, and Wang Fuyu, who was investigated in February 2021 and expelled from the Party in August 2021. On January 17, 2022, Wang Fuyu was sentenced to death with a reprieve for accepting bribes exceeding 430 million yuan.

Zhang Qi, born in March 1961 in Shouxian, Anhui Province, had worked in Hainan for a long time, serving as the Deputy Secretary and Deputy Mayor of the Sanya Municipal Committee, Director of the Hainan Provincial Tourism Bureau, Deputy Secretary of the Danzhou Municipal Committee, Acting Mayor, Mayor, member of the Standing Committee of the Hainan Provincial Committee, and Secretary of the Danzhou Municipal Committee. In October 2014, he became a member of the Standing Committee of the Hainan Provincial Committee and the Secretary of the Sanya Municipal Committee. In November 2016, he became a member of the Standing Committee of the Hainan Provincial Committee and the Secretary of the Haikou Municipal Committee.

Wang Fuyu, born in August 1952 in Tanghe, Henan Province, also worked in Hainan for many years. He served as the Deputy Secretary of the Hainan Provincial Committee and the Secretary of the Haikou Municipal Committee from 2002 to 2004. In December 2004, he was transferred to the Deputy Secretary of the Guizhou Provincial Committee. In January 2012, Wang Fuyu was elected as the Vice Chairman of the Guizhou Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC), and a year later, he became the Chairman of the Guizhou Provincial CPPCC.
