Former Secretary of the Discipline Inspection Commission of Industrial and Commercial Bank of China, Liu Lixian, stands trial for bribery.

Former Discipline Inspection Secretary of Industrial and Commercial Bank of China, Liu Lixian, stands trial for bribery in the first instance, accused of accepting over 17.76 million yuan in bribes. In September last year, Liu Lixian voluntarily surrendered himself.

On September 12, the Intermediate People’s Court of Dezhou City, Shandong Province, publicly held a trial for the bribery case involving Liu Lixian, former member of the Communist Party Committee and Discipline Inspection Secretary of Industrial and Commercial Bank of China.

The Dezhou City Procuratorate in Shandong Province alleged that from 1998 to 2022, Liu Lixian, taking advantage of his positions as Director of the Forensic Science Bureau of the Supreme People’s Procuratorate, Discipline Inspection Secretary and Vice President of China Huarong Asset Management Corporation, and Discipline Inspection Secretary of Industrial and Commercial Bank of China, directly or through others, illegally accepted a total of more than 17.76 million yuan in cash and assets, facilitated by his authority and status.

Liu Lixian admitted his guilt and remorse in court, and the sentencing will be announced at a later date.

On September 15, 2023, the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China announced on their official website that Liu Lixian had voluntarily surrendered himself for investigation. Subsequently, on January 19 of this year, he was expelled from the Party, had his benefits revoked, and was handed over to the judiciary. He was arrested on February 4 and indicted on May 14.

Public records show that Liu Lixian was born in 1954, graduated from Jilin University, and held positions such as Deputy Director of the Anti-Corruption and Bribery Department of the Supreme People’s Procuratorate, Deputy Director of the Anti-Corruption Bureau, Director of the Forensic Science Bureau, and Director of the Procuratorial Research Institute.

Since September 2003, Liu Lixian served as Vice President of China Huarong Asset Management Corporation, and in October 2005, he became the Discipline Inspection Secretary of Industrial and Commercial Bank of China. In July 2013, he was appointed as an Executive Director of the bank.

In 2014, Liu Lixian departed from Industrial and Commercial Bank of China to become the Deputy Head of the 11th Central Inspection Team. During the twelve rounds of central inspections since the 18th National Congress of the Communist Party of China, Liu Lixian served as the Deputy Head nine times.

According to information from the official website of the Central Commission for Discipline Inspection and the National Supervisory Commission, from 2014 to 2017, Liu Lixian participated in inspections of central state-owned enterprises including China Huadian Group, China Datang Corporation, Harbin Electric Corporation, China First Heavy Industries, China Reinsurance Group, as well as national institutions such as the General Administration of Sport, Ministry of Human Resources and Social Security, and National Civil Service Bureau.
