After being removed from office for nearly eight months, former secretary of the Qinghai Political and Legal Affairs Commission of the Chinese Communist Party, Yang Fasen, has been formally charged with a significantly large amount of bribery. Yang Fasen previously held positions such as Vice Chairman of the Xinjiang Uygur Autonomous Region government and Secretary of the Urumqi Municipal Committee.
According to the latest update from the CCP’s Supreme Prosecutor’s Office on June 5th, the investigation into the bribery case involving Yang Fasen, former member of the Qinghai Provincial Committee and former secretary of the Political and Legal Affairs Commission, has concluded. As designated by the prosecutor’s office, the case will be reviewed and prosecuted by the Hanzhong City Prosecutor’s Office in Shaanxi Province. Recently, the prosecution has officially filed charges with the Hanzhong Intermediate Court.
The prosecution has accused Yang Fasen of using his various positions, including Secretary of the Party Committee in Yigan Township of Aksu City, Vice Mayor of Aksu City, Deputy Secretary of the Aksu Municipal Committee, Secretary of Baicheng County Committee, Secretary of Kuche County Committee, Secretary of Hotan Prefecture Committee, Vice Chairman of the Xinjiang Uygur Autonomous Region government, Standing Committee Member of the Xinjiang Uygur Autonomous Region Party Committee, Secretary of the Urumqi Municipal Committee, and Standing Committee Member of the Qinghai Provincial Committee, Secretary of the Political and Legal Affairs Commission, to provide favors and benefits to others for personal gain. The amount of illegally received property involved is deemed to be particularly substantial, leading to the accusation of accepting bribes and holding criminal responsibility.
In October 2024, Yang Fasen took the initiative to surrender himself and cooperated with the investigation, making him the 47th senior official under central government leadership who was publicly announced to be under official scrutiny last year.
On March 3rd this year, the CCP officially announced the expulsion of Yang Fasen and referred him to the judicial system.
Public records show that Yang Fasen, born in February 1971 in Gulang, Gansu Province, served in various positions including Committee Member of the Aksu Prefecture in Xinjiang, Secretary of Kuche County, Deputy Secretary of the Hotan Prefecture Committee, Secretary of the Political and Legal Affairs Commission, and Secretary of the Hotan Prefecture Committee. In March 2021, he assumed the position of Vice Chairman of the Xinjiang Uygur Autonomous Region government.
In October 2021, Yang Fasen was appointed as Standing Committee Member of the Xinjiang Uygur Autonomous Region Party Committee and Secretary of the Urumqi Municipal Committee. In May 2023, he was transferred to the position of Standing Committee Member of the Qinghai Provincial Committee and Secretary of the Political and Legal Affairs Commission, a post he held until being implicated in October 2024.
