On September 15, it was officially announced that Zhang Guowei, the Director of the Legal Committee of the Henan Provincial People’s Congress, is suspected of serious violations of discipline and law, and has voluntarily surrendered. He is currently under investigation. Zhang Guowei has previously held positions such as Mayor of Pingdingshan in Henan Province and Secretary of the Xinxiang Municipal Committee.

According to his public resume, Zhang Guowei was born in May 1963. He started his career in his hometown of Xixia County, where he served as Deputy County Head in March 1992, and then as Deputy Secretary of the County Party Committee in November of the same year.

In 1994, Zhang Guowei became the County Head of Fangcheng County, and in 1997, he was appointed as the Secretary of the Fangcheng County Party Committee. In 2001, he became the Deputy Mayor of Nanyang City. In 2005, Zhang Guowei became a Standing Committee Member of the Shangqiu Municipal Committee and the Minister of the Organization Department, and in 2007, he was appointed as a Standing Committee Member of the Shangqiu Municipal Committee and the Deputy Mayor.

In 2011, Zhang Guowei was appointed as the Director of the Henan Province Administration of Work Safety and Supervision. In 2013, he became the Mayor of Pingdingshan City, and in 2017, he was appointed as the Secretary of the Xinxiang Municipal Committee.

In July 2021, Zhang Guowei became the Party Group Secretary and Director of the Human Resources and Social Security Department of Henan Province. In January 2023, he was appointed as the Director of the Legal Committee of the Henan Provincial People’s Congress, which eventually led to his decision to surrender himself.
