After being removed from office for a year and four months, former Deputy Governor Li Haitao of Heilongjiang Province has been prosecuted for bribery.
According to the news from the Supreme People’s Procuratorate of the CCP on January 21st, the investigation into the case of Li Haitao, former member and vice chairman of the CPPCC in Heilongjiang Province, on suspicion of bribery has concluded. As designated by the Procuratorate, the case has been reviewed and prosecuted by the Procuratorate of Wuxi City, Jiangsu Province. Recently, the prosecutor has filed a lawsuit with the Intermediate People’s Court of Wuxi City.
The prosecution alleged that Li Haitao, taking advantage of his positions such as member and deputy director of the Party Committee of the former Economic and Trade Commission of Heilongjiang Province, Vice Secretary and Mayor of Jiamusi City, Secretary of the Daxing’anling Prefectural Committee, member and secretary general of the Party Committee of the Heilongjiang Provincial Government, member and Deputy Governor of the Heilongjiang Provincial Committee, member and vice chairman of the CPPCC in Heilongjiang Province, provided convenience and conditions for others in project advancement, corporate mergers and acquisitions, engineering bidding, job adjustments, and other matters to seek benefits, accepted money and property from others, with an especially large amount involved, and should be held criminally responsible for the crime of bribery.
In September 2023, Li Haitao was investigated during his tenure; in September 2024, he was expelled from the CCP, dismissed from public office, and transferred to judicial authorities, subsequently arrested.
Public information shows that Li Haitao was born in September 1963, in Bayan, Heilongjiang Province. He has been working in his home province and held positions such as deputy director of the Party Committee of the Economic and Trade Commission and provincial Economic Commission of the CCP in Heilongjiang Province, Vice Secretary and Mayor of Jiamusi City, and Secretary of the Daxing’anling Prefectural Committee.
In April 2011, Li Haitao served as Secretary General of the CCP Heilongjiang Provincial Government. In December 2013, he became Secretary General of the CCP Heilongjiang Provincial Committee, a member of the Provincial Committee, and Secretary General in February 2014. In April 2015, he also served as Secretary of the Provincial Direct Leading Group for Institutions directly under the jurisdiction of the province and Director of the Provincial CCP Committee Office for Deepening Reform.
In April 2016, Li Haitao was appointed as a member of the CCP Heilongjiang Provincial Committee, Deputy Governor, and Deputy Secretary of the Provincial Government’s Party Group, and concurrently served as Secretary of the State-owned Assets Supervision and Administration Commission of the Province (until June 2017).
In January 2022, Li Haitao was appointed vice chairman of the CPPCC in Heilongjiang Province, concurrently serving as Director of the Provincial Military-Civil Fusion Office of the Provincial Committee. In May of the same year, he no longer held the position of member of the Provincial Committee.
