A tragic incident has unfolded in Jiangsu Postal Bureau involving Xu Chunxia, a 50-year-old employee engaged in education and training management. Xu was forced into early retirement by her unit under the guise of a laborer’s position. Upon raising the issue in Beijing in October, she was abducted by 12 plainclothes criminal police officers and has since been illegally detained in a hotel.
Xu Chunxia, a retired military personnel, was assigned to the Post and Telecommunications Bureau after leaving the army in 1991. She began her work in education management in 2012. In 2019, she unexpectedly received a retirement approval form. To her surprise, the work history on the form did not match hers; it stated she worked in the production department.
As per regulations, female employees in the production department retire at 50, whereas female employees engaged in management work retire at 55. Therefore, Xu Chunxia, who was involved in management work, did not sign the retirement approval form, yet the retirement procedures were forced upon her.
In March 2020, Xu Chunxia managed to obtain her retirement approval form and discovered that her work history had been tampered with again. Her job post was changed to a sales position she had never worked in.
She told Epoch Times, “I am an outstanding educator in postal education and training throughout the province, an advanced individual in postal human resources in the city; I have a total of 32 pieces of evidence, including over ten official documents, proving my occupation in education management.”
“The education and training management position I held was intentionally replaced by Huai’an exemplary labor model Zhao Yakang (sales production position), who had been absent from work and still received salary.”
Xu Chunxia stated, “The unit, as well as myself and the provincial Department of Human Resources, did not sign agreement for retirement opinions on my retirement approval form, nor did they sign or date it. The approver, Huang Huai (Director of the Pension Division of the Jiangsu Provincial Department of Human Resources), signed it with a surname ‘Huang’. I was then forced into early retirement without my knowledge.”
She mentioned that her retirement pension is now calculated based on the lowest worker position salary, resulting in a discrepancy of three to four thousand yuan compared to the management position, almost cutting it in half.
Following her forced retirement, Xu Chunxia began appealing the issue step by step. On October 11, 2024, she was summoned by the National Petition Bureau, and her case was subsequently transferred to the National Ministry of Human Resources. On October 16, Xu Chunxia was abducted in Beijing by 12 people led by Deputy Director Chen Hongming (Badge 088011) of Jinhu County Public Security Bureau, and has been illegally detained in Room 8122 of “Sanhe International Grand Hotel” at No. 29 Licheng Garden Road, Jinhu County, Jiangsu Province, for more than two months.
“During my detention period, Jinhu Public Security threatened a second interrogation, asking me to disclose the matters related to the Ministry of Human Resources and the National Petition Bureau. On the fifth day of detention, it was lifted under the charge of ‘provocation and troublemaking,’ temporarily postponing the execution for early release.”
In June 2024, Chen Hongming left a message on WeChat, indicating that Xu Chunxia would be detained if she visited the National Petition Bureau.
Epoch Times repeatedly tried to contact Deputy Director Chen Hongming of Jinhu County Public Security Bureau, but the call went unanswered for an extended period.
In August, Xu Chunxia went to Beijing to petition and was unlawfully detained multiple times. She said, “On August 8, while leaving the Central Commission for Discipline Inspection, within Muxiyuan Subway Station, six plainclothes police officers from the Criminal Police Squad escorted me onto the train and directly sent me to Huai’an City Detention Center for seven days without legal procedures.”
On August 19, Xu Chunxia went to Beijing for petitioning again, but was intercepted at Beijing South Railway Station. Later, she was placed under control by the Beijing Office in the “99 Choice Hotel” in Beijia District, Fengtai District of Beijing until September 2.
Xu Chunxia stated, “The Secretary of the Jinhu Political and Legal Affairs Commission Zhang Rongping has been suppressing me, not allowing my issues to be resolved, and directing the Jinhu County Public Security Bureau to illegally detain me. Jinhu Postal Service, Public Security, Community, and Veteran Affairs Bureau units jointly cooperate for stability maintenance, with four individuals on duty for two shifts (day and night) each day.”
Epoch Times made multiple attempts to reach out to Zhang Rongping, Secretary of the Jinhu Political and Legal Affairs Commission, but the calls were unsuccessful.
Xu Chunxia indicated the necessity for relevant departments to intervene, conduct an investigation into the abuse of power by Deputy Director Chen Hongming of Jinhu County Public Security Bureau, hold the responsible parties accountable, safeguard the legitimate rights of retired military personnel, ensure personal safety and the legal rights granted by the constitution, and immediately release her.
