Today, on October 30, Vice Chairman Yuan Guangrui of the Finance and Economic Committee of the Tianjin Municipal People’s Congress has been officially placed under investigation for alleged serious violations of discipline and law. Yuan previously served as the Director of the Tianjin Municipal Finance Bureau.
According to the announcement by the Tianjin Municipal Commission for Discipline Inspection and Supervision on October 30, Vice Chairman Yuan Guangrui of the Finance and Economic Committee of the Tianjin Municipal People’s Congress is currently undergoing disciplinary review and supervision investigation.
Public records indicate that Yuan Guangrui, born in 1964 in Hebei province, holds a Ph.D. in Economics and started working in August 1985. He has held various positions such as Deputy Director of the Department of Comprehensive Affairs of the Ministry of Finance, Director of the Cadre Education Center of the Ministry of Finance, Deputy Secretary and District Chief of the Hebei District Committee of Tianjin City at the end of 2011, and Deputy Secretary and District Chief of the Hexi District Committee of Tianjin City in 2014.
At the end of 2016, Yuan Guangrui was transferred to the position of Deputy Director (at the level of bureau chief) of the Tianjin Municipal Finance Bureau (Tianjin Local Taxation Bureau), and since 2017, he has served as the Director of the Tianjin Municipal Finance Bureau (Tianjin Local Taxation Bureau).
From 2019 to 2023, Yuan Guangrui held the position of Deputy Director (retaining the rank of bureau chief) of the Tianjin Municipal Development and Reform Commission. In February 2023, he became the Deputy Director of the Financial and Budgetary Work Committee of the Standing Committee of the Tianjin Municipal People’s Congress.
In May 2024, he was appointed as Vice Chairman of the Finance and Economic Committee of the Tianjin Municipal People’s Congress, a position he held until his recent downfall.
