Former Deputy Mayor of Shenzhen Expelled from Party, Revealing Subordinate’s Lavish Lifestyle

In recent days, Huang Min, former standing committee member of the Shenzhen Municipal Committee and former deputy mayor of the city, has been expelled from the Communist Party and dismissed from public office. Huang Min, who played a key role in the sensational “Polar Catfish” wealth display incident, was involved in serious violations of discipline and law.

The news of “Huang Min expelled from the Communist Party, former superior of ‘Polar Catfish’ involved” became a hot topic on September 1.

According to the website of the Discipline Inspection Commission of Guangdong Province, with the approval of the Guangdong Provincial Committee, the Discipline Inspection Commission of Guangdong Province conducted a review and investigation into the serious violations of discipline and law by Huang Min, former standing committee member of the Shenzhen Municipal Committee and former deputy mayor of the city.

The report stated that Huang Min disregarded the spirit of the eight provisions of the Central Committee, engaged in trading power for money, used his position to benefit others in project advancement, project contracting, and other aspects, and illegally accepted huge amounts of money. Furthermore, after the 18th National Congress, he failed to restrain himself and continued to engage in misconduct, which was deemed severe in nature and had a detrimental impact.

According to relevant regulations, Huang Min has been expelled from the Party, removed from public office, had his qualifications as a representative of the Shenzhen Municipal Party Congress terminated, and his illicit gains confiscated. The suspected criminal issues have been transferred to the procuratorial organs for review and prosecution.

At the age of 61, Huang Min, a native of Puning, Guangdong, held various positions such as deputy director of the Shenzhen Municipal Transportation Bureau, secretary of the Party group, director of the bureau, secretary of the Bao’an District Committee, deputy mayor of Shenzhen, and standing committee member of the Municipal Committee.

In November of last year, Huang Min was removed from the position of deputy mayor of Shenzhen. On March 14 of this year, the Discipline Inspection Commission of Guangdong Province announced that Huang Min was suspected of serious violations of discipline and law and was under disciplinary review and supervision investigation.

Prior to his dismissal, two important subordinates of Huang Min during his tenure in the Shenzhen transportation department were also dealt with on the same day. One of them was implicated in the “Polar Catfish” internet display of wealth incident.

In March 2023, a netizen named “Polar Catfish” in Australia posted on Weibo claiming that his family’s savings were in the nine digits, which were “supplied by the leeks,” and that his grandfather was a director of the transportation bureau, among other things.

Subsequently, the real identity of “Polar Catfish”‘s grandfather, Zhong Gengci, was exposed by netizens. At that time, he responded to the incident by saying he had “worked honestly until retirement” and even wrote materials to the leadership.

On March 24 of the same year, the Shenzhen Municipal Transportation Bureau issued a notification stating that, after verification, the person mentioned in the statement was Zhong, a former official of the cargo transportation sub-bureau, and an investigation had been initiated.

On October 10 of the same year, the Discipline Inspection Commission of Shenzhen Municipality announced that Zhong Gengci, former director of the cargo transport management sub-bureau of the Shenzhen Municipal Transportation Bureau, was under investigation. According to relevant regulations, Zhong Gengci was expelled from the Party, and his retirement benefits were determined at the level of a secondary officer, with his illicit gains confiscated.

Public resumes show that Zhong Gengci started working in February 1968 and held positions such as deputy director and director of the cargo transport sub-bureau, director of the Luohu sub-bureau, and director of the cargo transport management sub-bureau of the Shenzhen Municipal Transportation Bureau, retiring in November 2007.

Huang Min, on the other hand, served as a member of the Party group and deputy director of the Shenzhen Municipal Transportation Bureau (City Port Management Bureau) from August 2001 to January 2008. He was Zhong Gengci’s superior.

Also falling from grace on the same day as Zhong Gengci was Li Fumin, former deputy secretary of the Party group of the Shenzhen Municipal Transportation Bureau and former director of the Office of the City Rail Transit Construction Command. He was expelled from the Party and dismissed from public office.

According to his public resume, Li Fumin served as deputy secretary of the Party group of the Shenzhen Municipal Transportation Commission (City Port Management Bureau) and director of the Office of the City Rail Transit Construction Command from December 2013 to January 2019.

Huang Min, who took over as the head of the Shenzhen Municipal Transportation Commission (City Port Management Bureau) in July 2010, left in September 2015 after working together with Li Fumin for over a year.
