Former Deputy Director of the PLA’s General Armaments Department Zhang Jianhua transferred to judiciary

Former Deputy Director of the China Defense Science and Technology Industry Bureau, Zhang Jianhua, has been expelled from the party, had his benefits revoked, and has been referred to the judiciary. He voluntarily surrendered in May of this year.

The Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China announced on October 27th that Zhang Jianhua violated regulations by accepting gifts, cash gifts, banquet invitations, and travel arrangements. He failed to report personal matters as required, abused his position to benefit relatives, abused public power for personal gain, used his position to profit others in project contracting, investment, and administrative approvals, and unlawfully accepted large sums of money.

According to the announcement, Zhang Jianhua has been expelled from the party, lost his benefits, and has been referred to the judiciary. In 2025, a total of 38 mid- to high-ranking cadres have been disciplined by the party and transferred for judicial proceedings.

Zhang Jianhua was officially removed from his post on May 28th. Twenty-one days before surrendering, Zhang had made a public appearance.

According to official information from the Yangzhou Ecological Science and Technology New City WeChat account, on the morning of May 7th, the third Advanced Technology Achievement Transformation Conference and Military-Civilian Dual-Use Technology Innovation Application Competition opened in Yangzhou. Zhang Jianhua attended and delivered a speech in his capacity as former Deputy Director of the China Defense Science and Technology Industry Bureau and Deputy Director of the National Defense Industry Science and Technology Committee.

Born in August 1961, Zhang Jianhua has held positions at the Ministry of Ordnance Industry, the State Machinery Committee, China North Industries (Group) Corporation, China Ordnance Industry Corporation, and the National Defense Science and Industry Committee.

In February 2005, Zhang Jianhua was appointed as the Director of the Military Project Review Center of the National Defense Science and Industry Committee; in January 2008, he took on the role of Director of the Military Project Review Center and Secretary of the Party Committee of the National Defense Science and Industry Committee; in November 2008, he became the Director, Party Secretary, and Director of the Development Research Center of the National Defense Science and Technology Industry Bureau; in April 2009, he was appointed as the Director of the National Defense Science and Technology Industry Bureau; and in January 2011, he became the Chief Engineer of the National Defense Science and Technology Industry Bureau.

In January 2013, Zhang Jianhua was appointed as the Deputy Director and Party Member of the National Defense Science and Technology Industry Bureau. In October 2021, the State Council of the Communist Party of China removed Zhang Jianhua from his position as Deputy Director of the National Defense Science and Technology Industry Bureau.
