First Loyalty Audit of the Taiwanese Executive Yuan: 5 Cabinet Members Subject to Audit

The Special Audit Measures for Civil Servants of the Republic of China came into effect today (6th), with the top priority being the 5 officials in the Executive Yuan (Premier, Deputy Premier, Secretary-General, and two Deputy Secretaries-General). According to Executive Yuan spokesperson Li Huizhi, the purpose of the audit is to demonstrate a determination to enforce the law and lead by example.

The Examination Yuan of the Republic of China recently passed a draft amendment to the “Special Audit Measures for Civil Servants involving National Security or Significant Interests,” expanding the frequency and scope of audits. Individuals under audit will include cohabitants as well as the parents of cohabitants.

The Executive Yuan of the Republic of China released a press statement indicating that following the enforcement of the “Special Audit Measures for Civil Servants involving National Security or Significant Interests” (referred to as the special audit measures) today, Li Huizhi stated that legal administration is the most fundamental constitutional obligation of government departments. With the implementation of the special audit measures, all civil servants, including those in the five Yuan, are required to submit lists for audit in accordance with relevant regulations.

Li Huizhi stressed that in order to demonstrate a determination to enforce the law, the Executive Yuan is leading by example by prioritizing the submission of lists for audit for the Premier, Deputy Premier, Secretary-General, Deputy Secretaries-General for Political Affairs and Executive Affairs, and their office staff. Subsequently, the Ministry of Justice Investigation Bureau will conduct special audit procedures and expand the process. It is initially estimated that both the Yuan and its affiliated ministries will be included in the list of submissions.

Li Huizhi pointed out that allegations by opposition party legislators that the Executive Yuan prioritizes the audit by submitting lists of the five officials and their office staff could be perceived as targeting suspects, which is entirely baseless. Furthermore, with the new amended special audit measures already in effect, the Executive Yuan also urges institutions such as the Legislative Yuan to submit individuals who meet the specified criteria for simultaneous audit processing.
