Family fails to seek justice after official reported missing is found dead after being kidnapped.

Guangxi Dou’an County’s former Deputy Director of the Construction Bureau, Liang Jiben, was kidnapped and killed after reporting his superior, Director Wei Jingfei, but the police did not open a case for nineteen years. Liang Jiben’s sister, Liang Zhixin, has been seeking justice for him, but to no avail. She is requesting the Ministry of Public Security to thoroughly investigate this murder case.

Liang Jiben, former Deputy Director and senior engineer of the Construction Bureau in Dou’an County, Guangxi, was reported missing since September 16, 2006, around 5 p.m. Liang received phone calls from the Deputy Director of the Dou’an County Court and his colleagues, and hurriedly left home, never to return.

According to Liang Zhixin, “Later, someone saw my brother Liang Jiben being kidnapped by several people and forced into a van with license plate number Gui M82678, at the intersection of Baicai Avenue in Dou’an County. From then on, Liang Jiben vanished without a trace, and our family could no longer contact him.”

Liang Zhixin said, “In October 2006, members of the Liang family received calls from an informant, Mr. Long, who clearly stated that Liang Jiben was murdered on the orders of his colleague Wei Jingfei from the same department. Mr. Long also mentioned that Liang Jiben was being held captive in a cave in Dou’an County.”

On September 25, 2006, search teams went to the cave mentioned by the informant to find Liang Jiben, but his body was not found.

On April 8, 2007, during the Qingming Festival tomb-sweeping period, someone found Liang Jiben’s body on a cliff at the Martyrs Cemetery, one kilometer away from his home.

Liang Zhixin stated, “There is substantial evidence proving that Liang Jiben was illegally kidnapped and killed. It is an undeniable fact. However, the local police refused to open a case for 19 years, hastily concluding that he died from a fall. Since then, there has been no further response. We cannot accept the police’s conclusion because the circumstances are dubious.”

After Liang Jiben went missing, Liang Zhixin found an unmailed report in his desk drawer.

She said, “Liang Jiben, as a senior engineer and Deputy Director of the Construction Bureau, was responsible for design, drawings, and construction budgets. If a project cost tens of thousands, his superiors insisted that he inflate it to millions. Because he did not report this, the blame may have fallen on him. It is because he was too kind, too honest – being a good person led to his death, orchestrated by corrupt officials. This society is too harsh, there is no place for reason, with corruption ruling over everything!”

Liang Zhixin expressed her hope that the Ministry of Public Security will form a special task force to thoroughly investigate this case and bring justice to her brother.
