Encouraging Businesses for Nighttime Delivery: New York City Transportation Department Allocates $6 Million in Subsidies

New York City’s Department of Transportation (DOT) announced on April 24 that it will allocate $6 million to encourage businesses to shift their delivery schedules to non-congested nighttime hours. The initiative aims to reduce truck traffic, street congestion, double parking issues, while promoting traffic safety and decreasing environmental pollution. The DOT will provide incentive bonuses for participating businesses to purchase equipment for nighttime deliveries. The city will host an online meeting in early June to address interested businesses.

The DOT is enhancing its existing Off-Hour Delivery (OHD) program by introducing new incentives to encourage businesses to move their delivery times to off-peak hours, specifically between 7 p.m. and 6 a.m. Businesses transitioning to overnight deliveries need to invest in equipment and adjust operational processes. Therefore, the DOT’s $6 million allocation will aid businesses in installing noise reduction devices on delivery vehicles, unmanned delivery facilities, and security surveillance cameras.

The one-time subsidy primarily targets financially strained small businesses, but it is open to all enterprises. Additionally, if the congestion pricing plan successfully launches, an additional $5 million in funding will be provided.

In 2010, the DOT made the Off-Hour Delivery pilot program permanent. Currently, 27 companies are participating in the program, with nearly 1,120 off-hour delivery points citywide. The DOT aims to increase this number to 5,000 points by 2040, reducing 62,000 trucks navigating city streets during peak hours. The DOT also encourages participating businesses to transition the final delivery process from trucks to electric vehicles and cargo e-bikes.
