Recently, Ma Xiangyu, a staff member of the Suzhou Industrial Park Business Bureau, exposed Director Zhu Huan and others for alleged embezzlement exceeding 17 million RMB. Last year, after reporting to the Suzhou City Discipline Inspection Commission, no further action was taken. This report quickly gained attention online and, under public pressure, Zhu Huan came under investigation.
On August 2nd, the Suzhou City Special Working Group reported that a preliminary investigation revealed issues such as bid rigging and collusion in the industrial park. Zhu Huan has been placed under investigation and suspended from duty.
From 2021 to 2023, in the procurement of two consulting projects and three service projects in the Suzhou Industrial Park Business Bureau, it was found that there were violations such as pre-selecting suppliers and bid rigging, and the bureau provided false materials during an inspection by the Suzhou Industrial Park Party Committee. The Suzhou City Discipline Inspection Commission has launched an investigation on Zhu Huan, the Party Secretary and director of the Suzhou Industrial Park Business Bureau, and he has been suspended from duty by the Suzhou City Committee.
According to a report from Caixin, the investigation results were released after Ma Xiangyu had a face-to-face exchange with the Suzhou City Special Working Group on the afternoon of August 2nd.
Ma Xiangyu expressed tears of joy upon learning of the investigation results, stating, “It is very sad if public officials can only choose between breaking the law or being marginalized and suppressed.”
On July 28th, Ma Xiangyu, a graduate of Tsinghua University in Beijing, posted a video and a report letter on various social media platforms, exposing Zhu Huan and others for their involvement in bid rigging, kickbacks, and providing false materials to the provincial inspection team in government procurement. The amount involved exceeds 17 million RMB.
In March 13, 2023, Ma Xiangyu provided a large amount of contracts, invoices, inquiry records, call recordings, WeChat chat records, email accounts, etc., to the Suzhou City Discipline Inspection Commission for a real-name report. However, it has been over a year and four months since the Suzhou City Discipline Inspection Commission accepted the report, and there has been no feedback to date.
Zhu Huan, born in December 1979 in Suzhou, Jiangsu Province, began working in August 2002. He has served as Deputy Director and Party member of the Suzhou Industrial Park Business Bureau (Suzhou Free Trade Zone Comprehensive Coordination Bureau) and was promoted to Party Secretary and Director of the Suzhou Industrial Park Business Bureau (Suzhou Free Trade Zone Comprehensive Coordination Bureau) in December 2020.
