In a recent development, Deng Chi, a member of the Party Committee and deputy director of Heilongjiang Provincial Public Security Department with 28 years of experience in the police force, is currently under investigation. This comes after several officials in the province have fallen from grace.
According to a report released on August 18 by the Heilongjiang Provincial Commission for Discipline Inspection and Supervision, Deng Chi is being investigated for serious violations of discipline and law.
Deng Chi has served in various positions within the public security system in Heilongjiang Province since the beginning of his career. He held positions such as Deputy Director of the Criminal Investigation Corps in 2009, Political Commissar in 2012, Director of the Science and Technology Informatization Department of the Provincial Public Security Department in 2015, Deputy Commander of the Traffic Police Corps in 2018, and Director of the Criminal Investigation Corps in 2019, where he also held the position of second-class director of police technology.
Starting from January 2021, Deng Chi took on the roles of Deputy Mayor of Jixi City in Heilongjiang Province, Party Secretary, Director, and Inspector of the Public Security Bureau. In May 2023, he was appointed as the Deputy Director of the Heilongjiang Provincial Public Security Department until his recent investigation. This year alone, from January to July, at least 5 senior provincial officials in the province have been implicated in disciplinary issues.
Currently, the Third Inspection Team of the Communist Party of China Central Committee is conducting inspections in Heilongjiang Province. According to a report on the Central Commission for Discipline Inspection’s website on July 19, the inspection team is expected to work in Heilongjiang Province for approximately 2 and a half months, with the deadline for accepting complaints set for September 23, 2025.
A recent report by the WeChat public account “Caitong Society Current Affairs Prism” indicates that following the arrival of the Third Inspection Team, several individuals, including Wang Jin, a member of the Jiamusi Municipal Party Committee, have voluntarily surrendered themselves. In the first half of 2025, a total of 6 individuals have proactively turned themselves in following this initiative.
