Chinese Man Admits Guilt in Illegally Selling Guns, Drugs, and Modifying Handguns with Homemade “Triggers”

A Boston-based Chinese-American man recently admitted to multiple serious crimes in federal court, involving illegal trafficking of firearms, drugs, and a machine gun modification device commonly referred to as a “switch” that converts handguns into fully automatic weapons.

The 20-year-old man, Billy Chan, known as “Juju,” pleaded guilty on June 6, 2025, to four federal felonies, including operating firearms without a license, conspiracy to distribute and possess over 500 grams of methamphetamine (crystal meth), distributing and possessing crystal meth, and transferring and possessing a machine gun. A federal judge has scheduled sentencing for September 17th of this year.

According to the indictment, from March to June 2023, Chan sold three handguns, four machine gun modification devices, and approximately 2,000 pills labeled as “Adderall” to an undercover officer in five transactions. Lab tests revealed that these counterfeit pills were actually homemade crystal meth laced with caffeine. Prosecutors alleged that Chan conspired with a suspected member of the Asian Boyz gang to distribute drugs, with the gang operating in the Merrimack Valley area selling a large quantity of counterfeit meth pills.

During the investigation, Chan also disclosed to an informant that he worked in a machine shop and could manufacture machine gun modification “switches.” He recorded and sent a demonstration video showing a man firing an automatic handgun into the air repeatedly, with a caption stating, “I had my guys test this switch.”

This case is part of the U.S. Department of Justice’s “Project Safe Neighborhoods” (PSN) initiative, aimed at combating gun and violent crimes while strengthening law enforcement and community partnerships. Additionally, this case falls under the “Organized Crime Drug Enforcement Task Force” (OCDETF) operation, focusing on dismantling high-level criminal organizations threatening U.S. security.
