On November 27, 2025, it was reported that Wang Fengchao, the Deputy Secretary of the Communist Party Committee and Mayor of Chengdu, fell from grace. Sources suggest that Wang’s case is related to corruption issues during his earlier tenure at Changhong Group, with a Wenzhou businessman closely associated with him being arrested earlier.
On November 26, the National Supervisory Committee of the Communist Party of China announced on its website that Wang Fengchao, Deputy Secretary of the Chengdu Municipal Committee of the Communist Party of China in Sichuan Province and the Mayor, is suspected of “serious violations of discipline and law” and is under investigation.
According to sources familiar with the matter, Wang Fengchao was taken away for investigation in Chengdu on the morning of November 22, 2025, along with his family and staff.
It is said that a Wenzhou businessman with the surname Ou, who had a close relationship with Wang Fengchao during his time at Changhong Company, was investigated even before Wang Fengchao was implicated.
Rumors of significant events in Chengdu began circulating on WeChat on the 22nd, with cryptic hints suggesting something about “Feng coming to court”. Subsequently, various media platforms disclosed Wang Fengchao’s resume, implying his downfall due to being under investigation.
Born in December 1965, Wang Fengchao, from Zhongjiang, Deyang, Sichuan, studied Radio Mechanism Equipment at the Chengdu Telecommunication Engineering College (now known as the University of Electronic Science and Technology of China).
Starting from an internship, Wang Fengchao became the Vice Chairman and General Manager of Changhong Group in July 2004 and worked at Changhong for 19 years. In September 2005, Wang Fengchao left Changhong to become the Deputy Mayor of Neijiang City in Sichuan Province; two years later, he was appointed Deputy Director of the State-owned Assets Supervision and Administration Commission of Sichuan Province. In August 2010, he became the Vice Chairman of Sichuan Airlines Group, subsequently holding positions as Vice Chairman, General Manager, Chairman, and Party Secretary. In 2015, he moved to Sichuan Development (Holding) Co., Ltd. as Chairman and Party Secretary.
During his tenure at Sichuan Development Company, Wang Fengchao also served as Chairman and Party Secretary of Sichuan Financial Holding Group Co., Ltd. In September 2019, Wang Fengchao, then 54 years old, was promoted to Vice Governor of Sichuan Province. In July of the following year, he was appointed Deputy Secretary of the Chengdu Municipal Committee of the Communist Party of China, Deputy Mayor, and Acting Mayor; in August, he officially became the Deputy Secretary of the Chengdu Municipal Committee and the Mayor.
Reports from mainland media suggest that rumors about Wang Fengchao being investigated have been circulating in Sichuan official circles since at least 2024. After the Chinese New Year in 2025, the Wenzhou businessman closely associated with Wang Fengchao during his time at Changhong was taken away for investigation.
The Wenzhou businessman Ou, who originally hails from Leqing, Wenzhou, is around 60 years old. In his early years, he was a supplier to Changhong Company, establishing a close acquaintance with Wang Fengchao. Later, he followed Wang Fengchao to engage in business ventures in various fields, expanding his business scope to supply chains, finance, and so on.
Business registration records show that the businessman surnamed Ou is a shareholder in over a dozen companies. He first established a rubber and plastic products company in Leqing, Wenzhou, in 1986; in 1994, he founded an electronics company in Leqing, specializing in electronic components and more. In 2017, he registered a “Supply Chain Management” company in Chengdu. The Ou surname businessman is also involved in mining developments in Yunnan and Qinghai provinces.
