Under the spread of the Kenya fever epidemic in Jiangmen City, Guangdong Province, various mosquito control measures have been implemented in a chaotic manner. In one community in Jiangmen, residents were required to hand over keys to their “bicycle storage rooms,” or face forced unlocking. Some residents woke up to find their indoor plants missing, while in another community in Kaiping District of Jiangmen, residents were asked to dispose of their pet dogs within three days or bear the consequences.
Recently, there was a circulated notice demanding the clearance of dogs within a specified period. The notice stated that to strictly implement epidemic prevention requirements, safeguard public hygiene in the community, and prevent issues such as mosquito breeding, disease transmission, and neighborhood disturbances due to dogs, all dog owners in the community must completely remove their pet dogs within three days from the date of the notice. The notice was signed by the Property Owners’ Committee of Haiyi Garden Residential Community in Kaiping City, dated October 15, 2025.
According to reports from “Wave News,” on October 15, netizens in Jiangmen reported that a community issued an urgent notice to residents to eliminate mosquitoes, requiring owners of “bicycle storage rooms” to hand over keys for indoor fumigation. The notice mentioned that the community would regularly carry out fumigation operations, and those who failed to provide keys or open their doors on time would have their locks forcibly opened by professional locksmiths.
The term “bicycle storage room” refers to a separate room or space dedicated to storing bicycles, commonly found in older residential complexes and typically small in size (about 2-3 square meters).
A circulated image showed a notice stamped with the official seal of the Pengyuan Community in Jiangnan Street, Jianghai District, Jiangmen City, dated October 14.
Mr. Hu in Jiangmen told “Wave News” that he woke up at home to find his indoor plants missing. After reviewing the CCTV footage, he discovered that the “mosquito control” workers had forcibly taken away his plants. The Jiangmen Municipal Affairs Hotline responded that the related mosquito control measures have legal basis, but they were unable to locate the specific provision at the moment and would provide feedback once clarified.
Following the exposure of the chaos in mosquito control measures, the online community erupted in discussion. Netizens expressed disbelief, questioning the logic behind connecting dogs to mosquito breeding and ridiculing the overbearing actions taken by authorities. The intrusion into homes for mosquito control purposes was criticized as reminiscent of burglary.
Under public pressure, the Changsha Street Office in Kaiping, Jiangmen, responded to the media on October 16, clarifying that the dog clearance notice was initiated by the Property Owners’ Committee and had no legal basis. The office had requested the committee to amend or invalidate the notice, declaring that the residents were not obliged to clear their dogs as per the announcement.
Regarding the demand for “bicycle storage room” keys in the Pengyuan Community, it was confirmed on the 15th that while the initial notice was legitimate, it had been canceled and would no longer be enforced.
