The Ministry of the Interior stated that according to experiments conducted by the Institute of Architecture, applying tape cannot increase the wind resistance of windows or prevent glass from breaking – it may even have a counterproductive effect.
The Ministry of the Interior advises that more secure protective measures should be taken, such as opting for window frames and glass that meet national CNS standards, properly installing them to prevent foreign object impacts, or adding explosion-proof film to prevent glass from shattering, and installing sturdier windows to provide optimal protection when the typhoon approaches.
According to disaster prevention education at the Taoyuan Disaster Education Center, there are two methods for stacking sandbags:
1. Herringbone Shape: the first layer starts from the right side with the second layer starting from the left, with adjacent sandbags overlapping by 1/3.
2. Brick Wall Shape: sandbags in the upper and lower rows overlap by 1/3 of the area when stacked upwards.
The Taoyuan Disaster Education Center suggests that sandbags should be stacked at the entrances and exits of buildings and outside basement air vents.
If the main door opens outward, sandbags should be placed on the inside; if the door is inward opening, the sandbags should be placed outside to avoid blocking the exit.
The height of the stack should be 1.5 to 2 times the previous flooding height to effectively block water.
