On 22nd September, Ma Bo, a petitioner from Heilongjiang Province, went to the Xiluoyuan Police Station in Beijing to request the registration of the kidnapping incident that occurred on February 28 at Building 7 in Zone 2 of Xiluoyuan. Around 11:50 pm on the same day, there was a quiet knock on the doors at her rental house in Yancun, with someone identifying themselves as from the Yancun Police Station and knocking on several doors.
Ma Bo had received a phone call from the Xiluoyuan Police Station in Fengtai District, Beijing on September 17, inviting her to come to the station to handle the case of her legs being broken due to a malicious beating on September 17, 2023 in Beijing.
On September 22, 2025, Ma Bo arrived in Beijing from Beidaihe, first visiting the National Letters and Visits Office in the morning and then arriving at the Xiluoyuan Police Station in the afternoon. At 4 o’clock, the head of the Xiluoyuan Police Station, Shi Lei, discussed the case with her. Ma Bo also inquired about the kidnapping incident on February 28, 2025, and requested proof for filing a case.
Around 11:50 pm on September 22, she was at her rental house in Yancun when someone knocked on her door and identified themselves as from the Yancun Police Station. Ma Bo told Epoch Times, “I rent a row of houses, and the knocking was done on several doors quietly. He said, ‘Ma Bo, I’m from the Yancun Police Station.'” Neighbors mentioned that only two people were present, neither speaking with a Beijing accent.
Ma Bo has been seeking justice for her son who died in a campus violence incident 18 years ago. Despite the clear evidence, the case has remained unsolved, and she has been advocating on behalf of her son in Beijing for a long time.
On September 17, 2023, she was beaten in Beijing, resulting in broken legs, classified as a minor injury but criminally filed. However, the Xiluoyuan Police Station had shelved the case for over two years without action. During these two years, she was kidnapped twice, once on March 2, 2024 in Gu’an and the other on February 28, 2025 in Building 7 of Zone 2 in Xiluoyuan.
Regarding the kidnapping incident on February 28, 2025 at Building 7 in Zone 2 of Xiluoyuan, the head of the Xiluoyuan Police Station, Shi Lei, claimed it was the action of the local government. Ma Bo said, “I asked him which local government? He told me it was Jiamusi. I asked him to provide it in writing and demanded to file a case. I told him I had reported numerous times, if you don’t file a case, give me a non-filing notice. He asked Officer Yang to check my police records. That night, the midnight door-knocking event unfolded.”
“Every time the Yancun Police Station goes out on duty, several police officers are openly on patrol together. This time, I heard there were only two individuals, not speaking with a Beijing accent, which may be related to my visit to the Xiluoyuan Police Station during the day to investigate the kidnapping on February 28, 2025 at Building 7 in Zone 2 of Xiluoyuan.”
Ma Bo also stated, “Why did they knock on my rental house door in the middle of the night? Once I went missing, it must be directly related to the malicious beating I suffered in 2023, the kidnapping in Gu’an in 2024, and the kidnapping in Xiluoyuan in 2025. If it is indeed as Director Shi Lei of the Xiluoyuan Police Station said, an action by the Jiamusi government, then it means collusion between the Xiluoyuan Police Station and Gu Haishan, the head of Jiamusi’s Beijing office.”
Following the knocking incident, Ma Bo reported the matter to the Yancun Police Station on the 23rd.
Eighteen years ago, Ma Bo’s son, Xu Zhipeng, died in a campus violence incident. Despite overwhelming evidence, the police have yet to close the case. Ma Bo came to Beijing seeking justice for her son, only to be met with unresolved old cases extending to malicious beatings and abductions, causing her to suffer from congestive heart failure and unstable angina.
On September 17, 2023, while taking a bus in Beijing, an unidentified man assaulted Ma Bo, resulting in fractures in both legs. The Xiluoyuan Police Station later identified the man as Qiao Minglian, who was subsequently released on bail pending trial. However, the bail period has long expired, and the police have not transferred the case to the prosecutor’s office. Ma Bo has visited the Xiluoyuan Police Station multiple times to inquire about progress, but either the police ignore her or delay without clear resolution.
On February 28, 2025, at 8 am, a group of unidentified individuals rushed at Ma Bo in Building 7 of Zone 2 in Xiluoyuan, causing her to fall to the ground, robbing her of her phone, wheelchair, and watch. She was then detained in a dark place for nearly a month. On March 30, 2025, after being released, Ma Bo went to the Xiluoyuan Police Station to report the incident and asked why the black vehicles used in the crime had their license plates covered with black cloth. The police claimed it was a government mandate for secrecy, and despite the theft of her wheelchair, phone, and watch, they did not investigate or file a case.
Ma Bo questioned, “Why did both the assault and abduction cases occur within the jurisdiction of the Xiluoyuan Police Station? The Xiluoyuan Police Station maliciously shelved both cases without action, and their negligence seriously damages the credibility of law enforcement agencies. If they continue to ignore my plight, trample on the dignity of the law, they will face the contempt of the people and the judgment of history.”
