On November 20, 2025, the U.S. Defense Security Cooperation Agency (DSCA) announced that the State Department had approved the sale of the Javelin anti-tank missile system and Stinger guided artillery shells to India, with an estimated total value of $92.8 million.
In a statement released on November 19th, the DSCA stated that the necessary certification documents had been submitted and Congress had been notified.
The sale is aimed at strengthening the strategic relationship between the U.S. and India, enhancing India’s security capabilities as a key defense partner, and supporting U.S. foreign policy and national security goals to promote political stability, peace, and economic progress in the Indo-Pacific and South Asian region.
The first part of the sale, valued at $45.7 million, includes 100 FGM-148 Javelin missiles, 25 sets of Javelin Command Launch Units (LwCLU) or Javelin Block 1 Command Launch Units (CLU), equipment, and other related logistical and program support items.
The main contractors for this sale are the Javelin Joint Venture (JJV), consisting of Raytheon Technologies (RTX) and Lockheed Martin. The enterprise is headquartered in Orlando, Florida and Tucson, Arizona.
In another statement, the DSCA announced that the State Department had approved the sale of Stinger guided artillery shells and related equipment to India, at an estimated cost of $47.1 million.
India’s second procurement plan includes up to 216 M982A1 Stinger guided artillery shells and related non-combat equipment, including auxiliary equipment, a portable electronic fire control system (PEFCS) equipped with an improved platform integration kit (iPIK), as well as technical data, maintenance and repair services provided by the U.S., and other related logistical and program support elements.
The statement emphasizes that India plays a crucial role in promoting political stability, peace, and economic progress in the Indo-Pacific and South Asian region. These sales will enhance India’s capability to address current and future threats, strengthen its domestic defense, and deter regional threats.
