Recently, Su Zhou petitioner Wu Qihe went out for a haircut but was unexpectedly summoned. His wife, Wang Canfen, couldn’t find him at the hair salon and thus went to the City North Police Station of Gu Su District in Su Zhou for inquiries. The police asked her to go home and wait for notification, claiming ignorance about his whereabouts.
On the afternoon of September 30, Wu Qihe told his wife he was going out for a haircut but didn’t come back home for a long time, and his phone was switched off. Worried that something might have happened to her husband, Wang Canfen went to the hair salon to look for him but couldn’t find him. She sent a message stating, “At 6 p.m., I inquired about Wu Qihe’s whereabouts at the City North Police Station of Gu Su District in Su Zhou. Policeman Li Xiang told me to go home and wait for notification. If Wu Qihe was taken away by them, why couldn’t they inform the family directly?”
As her husband didn’t return home, Wang Canfen reported Wu Qihe missing to the City North Police Station of Gu Su District in Su Zhou. The police responded by informing the family that Wu Qihe was in that police station, but when asked whether he was summoned or interrogated, the police remained evasive.
Before heading for a haircut on September 30, Wu Qihe visited the City North Police Station to retrieve his phone that was illegally confiscated on October 27, 2024, and the complaint letters he submitted to the State Appeals Office of the Chinese Communist Party, the Discipline Inspection Commission, and the Ministry of Public Security. However, he was denied the return of his belongings. Later on, as he exited the hair salon, he was kidnapped by six or seven policemen and taken to the police station.
On October 1, Wu Qihe told a reporter from Da Ji Yuan that he was illegally summoned. He stated, “It is actually an act of retaliation by the authorities, and the legal documents and seals summoning me were all forged. On the surface, I went to the City North Police Station yesterday afternoon to retrieve my illegally confiscated items. But in essence, in September, I filed a real-name complaint to the Fifth Central Inspection Team accusing Bao Fang, the secretary of the Political and Legal Committee of Su Jin Street in Suzhou, and Wang Hua of the City North Police Station of long-term employment of criminal underworld forces to maintain stability against me.”
Wu Qihe explained that, “Why do I know that the summon documents and official seals presented by the police are forged? Because they have forged over 30 summonses, detentions, and bail pending trial documents against me. I have inquired with relevant departments of the Jiangsu Provincial Public Security Department and the Suzhou Municipal Public Security Bureau, and they confirmed that the seals are forged, but no one is taking any action.”
Wu Qihe said, “I have been under long-term surveillance, with up to over twenty people guarding me at most, now reduced to five or six people per day. The actions of Bao Fang, the secretary of the Political and Legal Committee of Su Jin Street in Suzhou, and Wang Hua of the City North Police Station have met the criteria for the implementation of organized crime groups as defined in Article 26 of the Criminal Law and Article 2, Article 23, paragraph 2 of the Anti-Organized Crime Law.”
Wu Qihe was forcibly and illegally summoned for four hours and was only released back home at 10 p.m.
His house was illegally demolished by the Suzhou City Government and has not been resolved for fifteen years. Due to petitioning in Beijing, he became a key target of stability maintenance in the local area, being under authority surveillance for an extended period.
