Mainland Affairs Council of Taiwan States That the Strait Forum is a Platform for United Front Work, Signifying Policy Position

The Mainland Affairs Council of the Republic of China (Taiwan) has put forth six policy stances regarding the recent “Strait Forum” hosted by the Chinese Communist Party. The Council pointed out that the “Strait Forum” serves as a platform for the CCP’s united front activities against Taiwan and prohibits central government personnel from participating.

In response to certain Taiwanese citizens receiving invitations from mainland China to attend the “Strait Forum” in June, the Mainland Affairs Council issued a press release today (15th). In light of the threat of CCP infiltration through cross-strait exchanges targeting Taiwan’s society, President Lai convened a high-level national security meeting on March 13, presenting the “Five Major National Security Threats and Seventeen Response Strategies.” To prevent the CCP from using the “Strait Forum” for political manipulation against Taiwan, the government’s policy stances towards the forum include:

1. The “Strait Forum” is a united front platform of the CCP, hence activities related to it are prohibited in Taiwan. There should be no cooperation with mainland China to organize events: The essence of the “Strait Forum” is a CCP united front platform. Mainland China cannot hold forum-related branch activities or continuity activities in Taiwan; local governments, people, or groups in Taiwan are not allowed to collaborate with mainland China to organize forum-related activities in Taiwan or create any events in Taiwan.

2. Central government personnel are prohibited from participating, and it is recommended that local government officials refrain from attending related activities: Central ministries and their affiliated personnel are forbidden from personally attending, participating via video conferencing, or in any form in “Strait Forum” related activities. It is advised that local government officials and their affiliates refrain from attending “Strait Forum” related activities. Local governments are advised not to approve the attendance of their personnel at “Strait Forum” related activities.

3. Participation aimed at eliminating the Republic of China’s democracy consulation and the “One Country, Two Systems Taiwan Plan” is prohibited: Institutions, individuals, or groups, political parties are prohibited from participating in any form of activities related to the “One Country, Two Systems Taiwan Plan” or “democracy consultation.” If there are any illegal activities involved, the competent authority will take legal action.

4. Reminding nationals to comply with cross-strait laws and regulations to avoid breaking the law: In order to prevent CCP infiltration through united front against Taiwan and harm the country’s sovereignty and democratic constitutional order, nationals are reminded to abide by cross-strait related laws and regulations. They should refrain from signing agreements, memorandums, or engaging in illegal cooperation, alliances, being directed, commissioned, or funded to engage in unlawful activities with mainland China.

5. Warning nationals of personal safety risks when traveling to mainland China: Considering the continuous amendments to national security laws by the CCP and the issuance of the so-called “Opinions on Punishing ‘Taiwan Independence’ Stubborn Elements for Splitting the Country and Inciting Separation Crimes,” which have resulted in multiple incidents of illegal detainment, placement, questioning of nationals traveling to mainland China, severely threatening their personal safety. Travelers to mainland China are advised to carefully evaluate the necessity of their trip, be mindful of cross-strait exchange precautions and personal safety, and utilize the Mainland Affairs Council’s mobile registration platform for nationals traveling to mainland China. This will aid in immediate contact and assistance from the government in case of emergencies during their stay in mainland China.

The Mainland Affairs Council of the Republic of China (Taiwan) recommends nationals to carefully evaluate the necessity of their trip to mainland China, be mindful of cross-strait exchange precautions, and personal safety, and utilize the Mainland Affairs Council’s mobile registration platform for nationals traveling to mainland China to ensure prompt assistance in case of emergencies.

The Mainland Affairs Council stated that the CCP has been intensifying its efforts to promote “reunification and unification” through cross-strait exchange activities, and the government urges all sectors to comply with relevant regulations. It advises the public and civil society to pay attention to mainstream public opinion and societal perceptions in Taiwan, avoid collaborating with CCP united front operations against Taiwan, and collectively uphold national sovereignty and the core values of freedom and democracy.
