Sino-Japanese Friendship Hospital Scandal Surfaces, Health Committee Investigates

Recently, the scandal involving Dr. Xiao Fei, the deputy director of thoracic surgery at the Beijing Sino-Japanese Friendship Hospital, continues to escalate. Following his dismissal from the hospital, information about his affair with Dr. Dong Xiyin has been exposed, leading to questions about her academic qualifications raised by netizens, sparking public attention. On May 1st, the National Health Commission of the Communist Party of China reported on the incident, stating that the Commission has set up an investigation team to look into the two individuals and related institutions.

Since April 18th, a letter of accusation written by Xiao Fei’s wife to the hospital’s disciplinary committee has been circulating online. In the letter, Xiao Fei’s wife claimed that he had affairs with multiple people within five years, including hospital nurses, head nurses, and other staff members.

The letter also revealed that on July 5th last year, while operating together with Dr. Dong Xiyin, certain inappropriate actions by Dong Xiyin were rebuked by a nurse in the operating room. Xiao Fei then yelled at the nurse and left the anesthesia patient unattended to leave the operating room with Dong Xiyin for 40 minutes, narrowly avoiding a serious outcome.

Furthermore, the letter accused Xiao Fei of using his connections to delay Dong Xiyin’s rotation as part of her residency program in order to keep her by his side.

On April 27th, the related topics topped Weibo’s hot search list, raising concerns among the public about medical safety issues and questioning why the hospital had turned a blind eye for so long.

Some netizens uncovered Dong Xiyin’s unusual resume, noting that her bachelor’s degree was in economics, her doctorate was in internal medicine with a mentor in orthopedics, and her dissertation was in gynecology. They questioned whether she had rapidly advanced at the Sino-Japanese Friendship Hospital based on personal background and privileges. According to reports by Legal Economy Net, Dong Xiyin’s father, Dong Xiaohui, is the general manager of MCC Research Institute, and her mother, Mi Zhenli, is the deputy director of Engineering Technology Research Institute. She studied economics at Barnard College, Columbia University, before switching to medicine upon returning to China. In 2019, she joined the “4+4 Clinical Medicine Pilot Class” at Peking Union Medical College.

However, some netizens with medical backgrounds analyzed Dong Xiyin’s graduation thesis and found that it consisted of only about 60 pages of acknowledgments and barely 30 pages of content, which was simplistic and lacked basic experiments and data. They questioned how such a thesis could pass review and allow her graduation. Due to the impact of the Dong Xiyin incident, the “4+4” clinical medical education model at Peking Union Medical College has been embroiled in controversy.

The Sino-Japanese Friendship Hospital is not only a top-tier hospital but also directly under the National Health Commission of the Communist Party of China and serves as a healthcare base for central cadres.

In response to the incident, the National Health Commission of the Communist Party of China issued a report on May 1st, stating that it had noted the public sentiment arising from the report of Dr. Xiao Fei’s misconduct in the thoracic surgery department at the Sino-Japanese Friendship Hospital. The Commission has established an investigation team in conjunction with relevant parties to investigate and verify the individuals involved, including Xiao Fei, Dong Xiyin, and related institutions, and will strictly handle any violations found in accordance with the law and discipline.

Regarding this, current affairs commentator Yue Shan told Da Ji Yuan, “This moral decay is a clear manifestation of the lack of moral standards from the top to the bottom in the Communist Party. Now that they are stepping forward to handle people involved, the official media is hyping up the situation with suspicions of deliberately guiding the public opinion and shifting focus. Saying that this person has moral issues serves as a convenient shield for the Communist Party.”

Yue Shan pointed out that in the case of the previous Politburo Standing Committee member Zhang Gaoli’s sexual assault of tennis player Peng Shuai, the Communist Party did everything to cover it up, and it ended without resolution. Now, with the Communist Party facing enemies on all sides internationally and the domestic economy in crisis, soaring unemployment, and rising public grievances, they occasionally use the tightly controlled propaganda machine to hype up various scandalous stories involving lower-level officials and societal misconduct to maintain their political stability needs.

According to reports by Caijing, Dong Xiyin is currently not in the thoracic surgery residency program at the Sino-Japanese Friendship Hospital and currently serves as a resident physician in urology at the Cancer Hospital, Chinese Academy of Medical Sciences.
