California Electric Bicycle Subsidy Program Reopens for Applications on April 29th

California’s popular subsidy program for electric bikes will reopen for applications on April 29, offering eligible residents up to $2,000 in subsidies to purchase electric bicycles.

The California Air Resources Board (CARB) stated that the program was first introduced in December 2024, and due to overwhelming demand, the application portal was closed in less than an hour.

On April 10, CARB reported that the online queue at that time had nearly reached 100,000 people.

CARB’s Executive Director, Steven Cliff, mentioned that the unprecedented enthusiasm from the public for this voucher program demonstrates California’s strong demand and keen interest in electric bikes. He emphasized the importance of this technology in achieving zero-emission transportation options and making them accessible to all Californians.

According to CARB, the second round of subsidies will provide a total of $2 million in funding, with approximately 1,000 vouchers expected to be issued. Applicants will be selected through a random lottery system to ensure fair distribution.

The public can enter the online waiting room on Friday, April 25, from 5:00 PM to 6:00 PM through a button on the state government website. As long as participants enter the waiting room before 6:00 PM, all applicants will be queued randomly, giving everyone an equal opportunity to proceed to the formal application process.

To be eligible for the subsidy, applicants must:

1. Be California residents aged 18 or older. Proof of residency can include a valid California driver’s license, California AB60 driver’s license (issued to undocumented immigrants living in California), or state government-issued identification documents.

2. Have a household income below 300% of the federal poverty line. As per data from the U.S. Department of Health, the 2024 poverty line is defined as: annual income below $15,650 for single individuals (300% being $46,950); annual income below $21,150 for two-person households (300% being $63,450); annual income below $26,650 for three-person households (300% being $79,950).

Applicants must provide proof of residency, income, and complete the required education and training. CARB mentioned that the approval process may take up to 60 days for successful applicants.

The eligible electric bikes must meet the following criteria:

1. Classified as Class 1-3, with a maximum speed ranging from 20 to 28 miles per hour.

2. The electric motor power of the bike must not exceed 750 watts and should be equipped with operational pedals.

3. The bike must have integrated front lights powered by the electric bike battery and pass testing by certified laboratories.

4. Some cargo e-bikes and electric vehicle models designed for special needs also qualify for the subsidy.

CARB stated that the program is collaborating with over 20 community organizations in California, which assist in outreach efforts and help low-income residents navigate the application process.
