Former Deputy General Manager of China Unicom, Cao Xingxin, Arrested

China Unicom’s former deputy general manager Cao Xingxin has been arrested on suspicion of bribery.

On March 19, the Communist Party’s Supreme People’s Procuratorate announced that Cao Xingxin, former member of the Communist Party committee and deputy general manager of China Unicom Group Limited, is suspected of bribery and has been transferred to the procuratorial authorities for review and prosecution. Prior to this, Cao Xingxin had been investigated for alleged bribery.

Public records show that the 59-year-old Cao Xingxin has served in the Organization Department for many years, including as Deputy Director of the Fourth Bureau of the Central Organization Department, Deputy Director of the Office of Civil Servant Management, Deputy Director of the Third Bureau of Civil Servants and a Level One Inspector, as well as Secretary and Deputy Dean (at the level of Director-General) of the Party Committee of the National Organization Cadre Institute.

In January 2023, Cao Xingxin was appointed as deputy general manager and member of the party committee of China Unicom, and in March of the same year, he became senior vice president of China Unicom Network Communications Co., Ltd.

In September 2024, Cao Xingxin was officially taken down from his position, and in February of this year, he was investigated for bribery.

According to reports by the official Communist Party media Xinhua, Cao Xingxin sought benefits for others in the selection and appointment of cadres; accepted gifts, engaged in power-for-money and sex-for-money transactions; intervened in and interfered with law enforcement activities; used his position to benefit others in project bidding, work arrangements, and job promotions, and illegally accepted huge amounts of money, suspected of bribery crimes, and continued the offenses after the 18th Party Congress, which were deemed “severely natured”. His suspected criminal issues have been transferred to the procuratorial authorities for review and prosecution, and the money involved has also been transferred.
