On April 28, 2026, Qiu Ling, the Secretary of the Communist Youth League of Jiangxi Province and 44 years old, was taken down from his position. Qiu Ling had been the youngest county governor and county party secretary in Jiangxi Province, reportedly being the nephew of Guo Shengkun, a former member of the CCP Political Bureau and Secretary of the Political and Legal Affairs Commission.
According to the announcement from the Central Commission for Discipline Inspection and the National Supervisory Commission of the CCP on April 28, 2026, Qiu Ling, the Secretary of the Communist Youth League of Jiangxi Province, was under investigation for severe violations of discipline and law.
Qiu Ling, born in December 1982 in Xingguo County, Ganzhou City, Jiangxi Province, graduated from the School of Law and Administration of Nanchang University in 2004. He had worked in Xinfeng County, Dingnan County, and Huichang County before serving as the Secretary of the Communist Youth League of Ganzhou City in 2011. In 2013, he was appointed as the Deputy Director of the Planning and Construction Office at China Mobile Group.
In 2015, Qiu Ling became the county governor of Dayu County, under Ganzhou City, and in 2016, he served as the county governor of Chongyi County. In 2019, he was appointed as the Party Secretary of Chongyi County, becoming the youngest county governor and county party secretary in Jiangxi Province at that time.
In July 2020, Qiu Ling was appointed as the Deputy Secretary of the Communist Youth League of Jiangxi Province, and by December 2022, he had taken the post of Secretary of the Communist Youth League of Jiangxi Province.
Qiu Ling is a member of the 14th Standing Committee of the Jiangxi Provincial People’s Congress, a delegate to the 19th National Congress of the Communist Youth League, and a member of the 19th Central Committee of the Communist Youth League.
Ten days earlier on April 17, 2026, Jiang Wangzheng, a commentator known for revealing high-level CCP movements, disclosed that Qiu Ling, the current Secretary of the Communist Youth League of Jiangxi Province, was under investigation. On April 21, Jiang Wangzheng further revealed that Qiu Ling called the former Secretary of the CCP Central Political and Legal Affairs Commission, Guo Shengkun, “uncle,” as Qiu Ling’s mother and Guo Shengkun’s wife are sisters.
Guo Shengkun, also a native of Xingguo, Jiangxi, was born in October 1954 and is said to be a longtime acquaintance of Zeng Qinghong, a former member of the CCP Politburo and a prominent figure in the Shanghai and Jiangxi cliques. Guo Shengkun has held positions such as General Manager of China Aluminum Corporation, Secretary of the Party Committee of Guangxi Zhuang Autonomous Region, State Councilor and Minister of Public Security, member of the Politburo, and Secretary of the Central Political and Legal Affairs Commission of the CCP.
Recently, several officials in Jiangxi Province have been investigated.
On the same day that Qiu Ling was removed from his post, April 28, 2026, the Intermediate People’s Court of Fuzhou City in Fujian Province publicly sentenced Hong Lihe, former Deputy Secretary and Deputy Director of the Party Group of the Jiangxi Provincial People’s Congress, for bribery, abuse of power, and money laundering. Hong Lihe was sentenced to 20 years in prison and fined 7.5 million RMB.
On April 27, 2026, Yu Zhiyong, Deputy Director of the United Front Work Department of the Jiangxi Provincial Party Committee and Secretary and Director of the Provincial Ethnic and Religious Affairs Bureau, was also taken down from his position. On March 31, Lu Wengeng, Secretary of the Party Group and Director of the Jiangxi Provincial Grain and Material Reserve Bureau, was removed from his post. On March 24, Xu Yanbin, Director of the Poyang Lake Water Conservancy Hub Construction Office and former Secretary-General of the Jiangxi Provincial Government, was investigated.
