5-year-old boy in Inner Mongolia dies from electric shock in community landscaped pool.

A 5-year-old boy in Tongliao City, Inner Mongolia, was electrocuted and died while playing in a community landscape pool. The voltage in the landscape pool was as high as 380 volts, while Chinese regulations indicate that the voltage for such landscape pool facilities should not exceed 12 volts. This incident has generated significant public attention.

According to a video released on September 29 by the “Urban Express Orange Interactive” program, several workers were inspecting the pool’s wiring. The child’s father, Mr. Wang, said, “At the time, our child went into the pool, and as soon as his foot touched the water, he fell into the pool.” He mentioned that when his wife went into the pool to rescue their son, she also felt an electric shock in her legs. When assistance arrived, their son called out “mom” before losing consciousness, and by the time he was taken to the hospital, he showed no signs of life.

Mr. Wang recounted the sequence of events to the “Hangzhou Daily”: On the afternoon of August 9 this year, his son was playing in the North Area of Xinghu Shijia where his grandmother lived in Tongliao City. At that time, several children were throwing stones into the pool near the community landscape, and when his son went into the pool alone to pick up stones, he was electrocuted and fell into the water.

Mr. Wang stated that after checking relevant information, the voltage of such facilities should not exceed 12 volts. He emphasized, “With such a high voltage, although the ground wire was in place, it was not connected; the leakage protector was not installed, the potential was not connected, and there was no safety protection required by national regulations.”

Mr. Wang expressed his intent to hold the relevant personnel accountable for criminal liability. Previously, the property manager and lawyer of the community suggested that if they avoided criminal procedures, they could obtain more compensation in civil terms, which he did not agree with and insisted on criminal accountability. A few days ago, the public security authorities have accepted the case.

The responsible person of the community developer told the media that the community has been delivered, and currently, no department has stated that the developer is responsible. The public security department has already intervened in the investigation.
