The U.S. International Trade Commission (USITC) announced on Friday, October 9th that it has initiated a “337 investigation” into several mainland Chinese companies including Luxshare Precision and Taiwan companies such as Delta Electronics and Hon Hai Precision, also known as Foxconn, over patent infringement disputes related to vertical power transmission systems.
According to USITC, the investigation stems from a complaint filed by Vicor, headquartered in Andover, Massachusetts, on September 9, 2026. The complaint was supplemented on September 10th, alleging that certain vertical power transmission systems, related components, and calculation systems imported into or sold in the U.S. infringe on Vicor’s patents, potentially violating Section 337 of the U.S. Tariff Act of 1930.
The entities under investigation include mainland Chinese companies Luxshare Precision Industry Co. and its subsidiary Dongguan Luxshare Technology Co., as well as Chengdu Monolithic Power Systems Co., Ltd.
From Taiwan, companies under scrutiny are Hon Hai Precision Industry Co., also known as Foxconn Industrial Internet Co. Ltd., Ingrasys Technology Inc., Delta Electronics, Delta Electronics (America), Quanta Computer Inc., Quanta Cloud Technology Inc., Quanta Cloud Technology USA LLC, and Quanta Computer USA Inc.
Additionally, Germany-based Infineon Technologies AG, U.S.-based Flex Ltd., and Canada-based Celestica Inc. are also included in the investigation.
USITC emphasized that initiating the probe does not imply any substantive rulings on the case. The Chief Administrative Law Judge of USITC will appoint a judge to oversee the case, who will schedule and conduct a hearing to review relevant evidence. Following the hearing, the administrative law judge will make an initial determination on whether there has been a violation of Section 337 of the Tariff Act of 1930, subject to review by USITC.
USITC stated that it will make a final determination at the earliest practical date and aims to set a target date for completing the investigation within 45 days of initiating the probe.
