On Thursday, August 6, the UK government announced an expansion of the Global Talent Visa program, allowing for the first time over a hundred research-intensive companies to directly recruit top overseas research talents who meet the criteria.
The UK Department for Business, Energy and Industrial Strategy, UK Research and Innovation (UKRI), and the Home Office stated in the announcement that this move aims to promote the development of strategic industries such as pharmaceuticals, automotive, artificial intelligence (AI), clean energy, and enhance the UK’s innovation capabilities and economic development.
The newly added companies belong to the eight high-growth industries identified in the UK’s Modern Industrial Strategy, including advanced manufacturing, digital technology, clean energy, life sciences, and creative industries.
Approved companies include AstraZeneca, Jaguar Land Rover, Added Value Solutions (AVS), Denroy Plastics, Ffilm Cymru, and other innovative enterprises in areas such as nuclear fusion, automotive technology, new drug development, and creative technology. Eligible researchers can engage in research and development work in UK companies and may later transition to other companies or establish technology transfer companies.
UK Research and Innovation stated that the Global Talent Visa program has assisted over 12,500 research talents from more than 130 countries to develop in the UK through the endorsement of funding providers. Previously, the visa program mainly targeted universities, research institutes, and independent research organizations. With this expansion, research-intensive companies can also serve as endorsing organizations for applicants.
In addition to expanding the Global Talent Visa program, the UK government also announced a further expansion of the Future Technology Research and Innovation program, enabling more enterprises engaged in key technology research such as artificial intelligence, quantum technology, and engineering biology to receive overseas research personnel, technical experts, and interns through the Government Authorised Exchange Visa for up to two years.
Furthermore, the UK government is continuing to advance the £54 million Global Talent Fund to attract international research team leaders to conduct research in the UK; and establish the Global Talent Taskforce to provide specialized services for high-end talents, expediting their development in the UK.
According to Reuters, in recent years, the UK’s technology and pharmaceutical industries have repeatedly indicated that the high visa costs and inflexibility in immigration systems have weakened the country’s competitiveness in attracting international high-end talents. This reform is a response to the demands of businesses, allowing research-intensive companies to directly attract talents through the Global Talent Visa program, rather than solely relying on universities and research institutions as talent recruitment platforms.
