Communist Party Cleansing of Medical System: Two Top Officials of “China Pharma Valley” Arrested

Amid inspections of the Communist Party’s medical regulatory agencies, two officials from the Beijing Daxing Biomedical Industry Base, known as the “Chinese Medicine Valley,” have been investigated. Since April 2026, several local officials at the department and bureau levels of medical supervision have been toppled.

On May 9, 2026, according to a report from the Beijing Municipal Discipline Inspection Commission and Supervision Commission released on the website of the Central Commission for Discipline Inspection of the Communist Party of China, Wu Hao, former Deputy District Mayor of Daxing District in Beijing, is under investigation for serious violations of discipline and law.

Publicly available information indicates that Wu Hao, born in May 1979, served as the Deputy Secretary of the Party Committee and General Manager of the Beijing Daxing New Media Industry Base Management Committee as early as August 2018. By the end of 2021, he succeeded Tian Dexiang as the Secretary of the Working Committee and Director of the Management Committee of the Beijing Daxing Biomedical Industry Base, as well as the Secretary of the Party Committee and Chairman of the Board of Beijing Biomedical Industry Base Development Co., Ltd. In August 2023, he was appointed Deputy District Mayor of Daxing District in Beijing.

Shortly before Wu Hao’s downfall, his predecessor Tian Dexiang was reported and dealt with.

On April 29, 2026, the Daxing District Discipline Inspection Commission and Supervision Commission reported that Tian Dexiang, the former Secretary of the Party Committee and Director of the Management Committee of the Daxing District Biomedical Industry Base, Zhongguancun Science Park, and former Chairman of Beijing Biomedical Industry Base Development Co., Ltd., had repeatedly accepted white wine, gifts, consumption cards, and received banquet arrangements from management and service subjects from 2013 to 2021. The related expenses were covered by the other party. Tian Dexiang also had other serious violations of discipline and law. He was expelled from the Communist Party of China, his benefits were adjusted, and he was suspected of crimes and was referred to the judiciary for prosecution.

According to public information, the Daxing Biomedical Industry Base in the Zhongguancun Science Park, located in the southern part of Daxing District, Beijing, was founded in December 2002 under the original name as the Beijing Biotechnology and Pharmaceutical Industry Base. In 2006, it was included in the Zhongguancun Science Park and approved as a National Biomedical Industry Base, also known as the “Chinese Medicine Valley.” In 2021, the total output value of the industry exceeded 160 billion yuan, making it one of the billion-yuan level industrial parks. As of May 2023, there are over 6,000 registered enterprises in the park.

According to a report in the Beijing Daily in February 2025, the Daxing Biomedical Industry Base, covering an area of 22.5 square kilometers, has become the largest biopharmaceutical specialized park in the country. It has formed industrial development patterns with vaccines, traditional Chinese medicine, and high-end medical devices as the pillar track, and cellular gene therapy, nucleic acid drugs, and other cutting-edge tracks. It has gathered 18 national-level testing and research institutions such as the National Drug Inspection Center, the National Drug Inspection Center, and the Chinese Institute for Food and Drug Control. It has formed a complete industry chain of “new drug screening – animal experiments – clinical research – registration and listing – market sales.”

The timing of the downfall of the two officials at the Daxing Biomedical Industry Base, Tian Dexiang and Wu Hao, is sensitive, as the Communist Party’s medical regulatory agencies are under inspection.

From mid-April to the end of June 2026, the Seventh Round of the 20th Central Commission for Discipline Inspection and supervision will conduct routine inspections on 36 units of Communist Party organizations, including five medical and health supervision agencies like the National Health Commission, National Medical Security Administration, National Administration of Traditional Chinese Medicine, National Health Commission, and the State Drug Administration.

On April 16, 2026, when the Communist Party inspection team arrived, there was a change in leadership at the National Medical Products Administration. Li Li, who had served in Jiangxi Province for a long time, was removed from the position of Party Committee Secretary of the National Medical Products Administration and was relieved of the position of Director of the National Medical Products Administration on April 29. A member of the Party Committee of the National Administration of Traditional Chinese Medicine, and Deputy Director Huang Guosheng, was appointed as the Party Committee Secretary and Director.

Before and after the inspection teams entered the five major medical supervision agencies, since April 2026, a large number of local medical supervision system officials at the department and bureau levels have been investigated. Tian Wencai, a member of the Party Committee of the Henan Provincial Market Supervision Administration and Director of the Provincial Drug Supervision Administration, was removed from office on May 9, 2026. Yuan Zhiying, former Deputy Director of the Anhui Provincial Medical Security Administration, was investigated on April 13, 2026; and Wang Hua, former Deputy Director of the Jiangsu Provincial Health Planning Commission, was investigated on April 8, 2026. Liu Tiandong, a member of the Party Committee of Shandong Provincial Health Commission, was toppled on April 7, 2026. Shi Yongzhong, a member of the Party Committee of the Guizhou Provincial Health Commission, was toppled on April 3, 2026.
