According to a report from the Guizhou Provincial Commission for Discipline Inspection and Supervision, Zhang Zhengyu, a former first-level inspector of the Transportation Department of Guizhou Province, is under investigation for serious violations of discipline and law.
Zhang Zhengyu, born in April 1961 in Dafang, Guizhou Province, graduated from Chongqing University of Architecture and Engineering with a major in highway engineering. He has held various positions within the transportation system of Guizhou Province, including Deputy Chief Engineer and Party Committee Member of the Bijie Highway Maintenance General Section, Chief Engineer of the Bijie Highway Management Bureau, Deputy Director, Director, Deputy Chief Engineer and Party Committee Member of the Guizhou Provincial Highway Bureau, and Deputy Director and Chief Engineer of the Guizhou Provincial Highway Bureau.
About a month ago, Zhang Yin, the Party Secretary and Director of the Transportation Department of Guizhou Province, was removed from office on March 26, 2026, and officially placed under investigation on March 27, 2026.
Zhang Yin, a Yi ethnic woman born in January 1972, previously served as Deputy Director of the Office of the Transportation Department of Guizhou Province, Deputy Director, and Party Committee Deputy Secretary of the Guizhou Provincial Highway Bureau. She took over from Zhang Zhengyu as Director and Party Committee Deputy Secretary of the Guizhou Provincial Highway Bureau in June 2017 and went on to hold various leadership positions within the transportation sector.
On February 3, 2026, Liu Jianhua, former Deputy Inspector of the Transportation Department of Guizhou Province, was investigated. Born in December 1956 in Guizhou, Liu Jianhua previously served as Chief Officer of the Public Security Department of the Guizhou Provincial Transportation Department and Deputy Director of the Party Committee Office of the Directly Affiliated Organ of the Transportation Department.
On December 30, 2025, Han Jianbo, former Party Committee Member and Deputy Director of the Transportation Department of Guizhou Province, was expelled from the Communist Party of China. Han Jianbo was investigated on November 6, 2024.
Han Jianbo, born in September 1964 in Daozhen, Guizhou Province, served as a Party Committee Member and Deputy Director of the Transportation Department of Guizhou Province from June 2012 to November 2018.
On December 19, 2025, Li Jian, a Party Committee Member and Deputy Director of the Transportation Department of Guizhou Province, was removed from office and expelled from the Party, marking a downfall in June 2025 during his tenure.
Li Jian, born in May 1966 in Zhenyuan, Guizhou Province, held various positions within the transportation system of Guizhou Province before being ousted in December 2025. He had a long-standing career in the transportation sector, including roles such as Deputy Director of the Office of the Transportation Department, Director of the Personnel Department of the Transportation Department, and Director of the Office of the Transportation Department.
On December 3, 2025, Pan Hai, former Deputy Director of the Transportation Department of Guizhou Province, stood trial for bribery, accused of illegally receiving assets totaling over 110 million yuan.
Pan Hai, born in August 1967 in Guizhou, held various high-ranking positions within the transportation system of Guizhou Province, including General Manager and Party Committee Deputy Secretary of the Guizhou Bridge Engineering Company, Director and Party Committee Deputy Secretary of the Transportation Construction Project Quality Supervision Bureau, Deputy Director and Chief Engineer of the Transportation Department of Guizhou Province, and Deputy Director of
the Guizhou Provincial Transportation Department. He succumbed to corruption charges in May 2024.
According to official reports, Pan Hai, Li Jian, and Han Jianbo allegedly abused their authority for personal gain, engaging in corrupt practices and receiving substantial bribes through the exploitation of their positions of power.
An article published by the public account “Ecological Southeastern Guizhou” at the end of 2025 pointed out that the transportation system operates within a relatively closed “circle,” where personal relationships and intertwined interests often lead to alliances. The series of cases within the Transportation Department of Guizhou Province highlights deep-rooted issues within specific areas of concentrated power in terms of institutional constraints, oversight mechanisms, and the political ecosystem.
