In an announcement made on May 6, 2026, three executives of Shanghai Baokang Electronic Control Engineering Co., Ltd., a subsidiary of China Baowu Steel Group, were officially declared to be under investigation. Over the past year, several top executives of China’s largest state-owned steel company, Baowu Steel Group, have been implicated in corruption cases.
According to the website of the Shanghai Municipal Commission of Discipline Inspection and Supervision, former Vice General Manager Qin Jian, former Vice General Manager of the Jiangsu Regional Business Department Shen Shichun, and former Customer Manager of the Jiangsu Regional Business Department Sun Xi of Baokang Electronic Control Engineering Co., Ltd. are suspected of serious violations of discipline and law and are now under investigation.
Shanghai Baokang Electronic Control Engineering Co., Ltd., established on January 11, 1994, is a software and information technology service enterprise fully owned by Baoshin Software Co., Ltd., a subsidiary of China Baowu Steel Group. The company is a leading provider of solutions in China’s intelligent transportation and public security sectors, with primary product lines including electronic police systems, security checkpoints, and road traffic signal control.
Public records show that Shanghai Baokang Electronic Control Engineering Co., Ltd. has been involved in numerous legal risks, including 76 judicial cases, 82 judgment documents, 53 case filing information, and 80 court announcements, as indicated by the latest data from the corporate credit information platform, QCC.

On November 12, 2025, Wang Weiming, former Deputy General Manager of the Operation Center of Baosteel Steel Structure Co., Ltd., was investigated.
On October 24, 2025, Zhao Kun, former Chairman of Guangdong Shaoguan Iron and Steel Co., Ltd., a subsidiary of Baosteel Group, was under investigation.
On September 23, 2025, Lin An, former dedicated director of Baosteel Group Co., Ltd., was investigated.
On February 11, 2025, Hu Hong, Deputy General Manager of Baoshan Iron & Steel Co., Ltd., resigned and was later investigated half a month after leaving his position.
