Self-media person Yu Guofu suffered a stroke in prison, demanding compensation from the state

Henan self-media person Yu Guofu exposed corruption by high-ranking officials in Inner Mongolia and was arrested in 2019 for this reason. During his detention, he suffered a stroke that left him permanently paralyzed and was evaluated by the hospital as a second-degree physical disability. After his release, Yu Guofu, in 2024, filed for national compensation due to being paralyzed for life because the prison deprived him of medical care rights.

However, his national compensation application went through four levels of review and was still rejected by the court. Recently, Yu Guofu once again filed a national compensation supervision application with the Supreme Procuratorate and lodged a complaint against the Tucheng County Public Security Bureau in Inner Mongolia for violating his personal rights.

Yu Guofu, a 63-year-old male self-media person living in Yuanhui District, Luohe City, Henan Province, is a freelance writer known under the pseudonym “Yu Guofu Has Something to Say”.

In 2016, Yu Guofu exposed the long-term government occupation of collective land in Mingxing Village, Dongduerji Town, Xing’an League, Inner Mongolia, after being commissioned by village representative Wang Guoxi and over two hundred villagers from the village. Yu Guofu and the villagers reported the case with their real names, accusing high-ranking officials including Inner Mongolia Autonomous Region Chairman Bu Xiaolin, County Party Secretary Qu Zhennian, County Mayor Geng Tianliang, and Land and Resources Bureau Director Chen Dejiang.

In April 2019, Yu Guofu was arrested by the Tucheng County Public Security Bureau in Inner Mongolia, detained criminally on May 11, 2019, and released on bail pending trial on June 21, 2019. On November 1, 2019, Yu Guofu was charged with “provocation and troublemaking” and “illegal business operation” and sentenced to three years in prison, while village representative Wang Guoxi was sentenced to one year and six months for “provocation and troublemaking”.

Yu Guofu was held in the Tucheng County Public Security Bureau in Inner Mongolia, and during the period between December 25, 2019, and January 10, 2020, he attended two hearings where he was able to move freely and didn’t need assistance to get in and out of the car.

Around January 20, 2020, after the hearing, Yu Guofu fell in the detention center, displaying severe symptoms such as dizziness, numbness in limbs, and difficulty in dressing. Despite expressing the need for medical attention, the detention center not only failed to promptly send him for treatment but also neglected his requests.

Yu Guofu told a reporter from Epoch Times, “It is their indifference and delay that led to missing the golden treatment time for stroke, resulting in my complete paralysis and loss of basic living abilities.”

In 2022, after his release, Yu Guofu, following a period of physical recovery, applied for national compensation in 2024. His case went through four levels of review, all citing “insufficient evidence” as the reason for rejection.

Yu Guofu stated, “To evade the responsibility of supervision negligence, the detention center submitted records claiming that I needed special care due to severe illness in May 2019, eating sick meals, using a commode’ and concocted a false report on ‘(May 20, 2020) brain scan showed no stroke’ (overturned by a CT scan at the prison hospital later). However, the objective fact is that between December 25, 2019, and January 10, 2020, I was taken from the detention facility to the court for the hearing twice, during which I could move freely and did not require assistance. The patrol logs from the detention center and signatures from inmates in the same cell can all prove that the detention center’s account is clearly contrary to the truth.”

Yu Guofu said he obtained surveillance footage from the detention center dated September 24, 2019, proving that he was able to move freely, and, thus, disproving the detention center’s claim that he fell ill in May 2019.

He mentioned, “The original court not only erroneously shifted the burden of proof onto me, who was already paralyzed, but also unreasonably rejected my requests for forensic examination of the stroke onset time and blood sampling, as well as signature verification of my own signature and other signatures. This severely deprived me of the right to present evidence. Now, being seriously ill and a low-income household, my path to safeguarding rights is extremely challenging.”

Yu Guofu stated he would officially submit a “National Compensation Supervision Application” to the Inner Mongolia Autonomous Region Procuratorate, reporting the Tucheng County Public Security Bureau in Inner Mongolia and its detention center for neglecting their legal duty to provide treatment during detention, leading to his sudden stroke, permanent paralysis, and a second-degree physical disability. “I will bring core evidence such as surveillance footage from the detention center and detention records to unveil the detention center’s infringement of forging medical records and concealing the truth. I urge the relevant departments to thoroughly investigate the illegal acts of forging medical records and neglecting treatment by the detention center and give me justice!”
